Job Specifics

Duties Description The incumbent will act as Assistant Director and will provide support to the Director for the oversight of the day-to-day responsibilities within the Division of Contract Management. Duties include but are not limited to:
• Oversee the development and implementation of contracts for construction of buildings for use by various State Agencies. Including the evaluation, supervision and review of various construction contract documents and processes for procurement, fiscal management, contract performance, and overall contract management.
• Ensure that policies and department procedures are in accordance with State Finance Law, Public Buildings Law, and other statutory requirements associated with Vendor Responsibility and Minority Owned Business Enterprise participation.
• Oversee the development of contracts for consultant services with private engineering and architectural design firms. To include technical assistance on scope of work, encumbrance and release of funds, development of RFP, contract document review, coordination with client agencies, and development of supplements.
• Oversee the formal bid and the execution of contract award to assure procedures and resolutions are in accordance with statutory requirements. To include specification review, preparation for advertisements, accuracy of allowances and alternates, and review of recommendation.
• Oversee the audit and processing of payment requests received from vendors (contractors and consultants) for work performed on building construction projects under contract.
• Supervise the analysis and evaluation of bids, contractors, and general market conditions as they affect building construction contracts.
• Develop quarterly, annual, and fiscal year reports as required. Monitor trends in data included in the reports to make adjustments and recommendations as appropriate.
• Enforce policies and procedures, which involves change management, planning, scheduling and monitoring of implementations impacting internal and external stake holders.
• Provide guidance, technical assistance and training to staff, vendors and others as required and will act as a liaison between stakeholders and the Division Office.
• Other duties include managing staff participation in Strategic initiatives, maintenance of Division policies and procedures, and supervision of staff.
• Oversee regional training of staff to ensure compliance to policies and department procedures.
• Manage procurements effecting Department needs and resources.
• Participate in audits related to contract documents, processes, and procedures as necessary.
• Perform a full range of supervisory duties including work assignment, workload management, and performance management.
• Other duties as assigned.
• Occasional travel is required.

Operational Needs:
• Overnight travel throughout the state is required.
• Travel may be required (approximately 20%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.

This position is graded and offers a salary range from the hiring rate to the job rate for its designated grade. All hires begin at “Start Rate” unless prior state experience affords eligibility for hiring step increase as determined by OSC

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a SG-29/M-3 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
