Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Reporting to the Deputy Chief Financial Officer, the Senior Enterprise Agreement Technical Lead (SEATL) will manage ITS’ complex technical procurements, primarily focused on negotiating with vendors thus driving better pricing for ITS and other NYS agencies. The SEATL will be responsible for overseeing the full procurement lifecycle, from requirements definition and solicitation development to contract negotiation and ensuring compliance with all applicable state procurement regulations and policies. Duties include the following:

• Lead and manage the procurement of indirect goods and services, including SaaS, cloud services (AWS, Azure, etc.), infrastructure, and professional services contracts.
• Define procurement requirements in collaboration with stakeholders and draft comprehensive solicitation documents, including requests for proposals (RFPs) and invitations for bids (IFBs).
• Manage the bidding and sealed bidding processes, ensuring fairness, transparency, and compliance with state procurement laws.
• Negotiate contract terms and conditions to achieve favorable pricing, service levels, and risk mitigation.
• Manage vendor relationships, address performance issues, and resolve disputes.
• Analyze procurement data to identify trends, opportunities for cost savings, and areas for process improvement.
• Develop and implement procurement strategies to optimize value and efficiency.
• Prepare training materials and provide guidance to stakeholders on procurement policies and procedures.
• Manage stakeholder requirements throughout the procurement process.
• Ensure compliance with all applicable state procurement laws, regulations, and policies, including diversity spend targets.
• Identify and implement process improvements to enhance efficiency and effectiveness.

Minimum Qualifications A minimum of seven (7) years of progressive experience in information technology specializing in cloud solutions, artificial intelligence, or closely related disciplines.

Degree Substitutions: Bachelor’s degree can be substituted for 4 years of experience, associate's degree can be substituted for 2 years of experience.

Preferred Qualifications: Experience with procurement/sourcing/purchasing activities and at least three years of management experience.

* PMP certification.
* Experience with the state budget process.
* Experience with agile methodologies.
* Experience with high dollar/complex procurements.
* Knowledge of supply chain dynamics.
* Experience with e-procurement system management.
* Experience with process standardization and automation project leadership.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis.
