Job Specifics

Duties Description The Office of Financial Management, Strategic Financial & Managed Care Group is recruiting to fill a Data Analyst 2, G-23, position. The Data Analytics Unit in Strategic Finance and Managed Care Group is charged with the responsibility to manage the fiscal component of several key initiatives, many of which are related to the preservation of reimbursement for and the ability of community providers of mental health services to operate solvently, maintain system-wide capacity and provide desperately needed services to the younger population of New York State dealing with Serious Emotional Disturbance (SED) concerns. The incumbent will be tasked with Duties and responsibilities including, but not limited to
- Developing and maintaining information and data reports that are necessary to evaluate managed care organizations’ performance.
- Contributing to the development of programs and policies using data analysis (including analysis of Medicaid fee-for-service and encounter data, Health Home data, Provider Network data and other data).
- Respond to ad hoc data analysis requests and provide results or solutions within required timeframes.
- Using plans submitted data and State provider database to monitor children provider network adequacy and access to behavioral health services.
- Contribution to the design of Managed Care Organization’s reporting template and data analysis process.
- Collaborating with internal and external data users to identify data needs and provide analytical insights.
- Develop, maintain, and support other data-related processes
- Prepare, interpret and present data-driven results to non-data audiences, including Board of Directors at OMH, decision-making leadership of healthcare providers and Managed Care Organizations.
- Generate narrative reports, charts and table visualizations for presentations using data visualization software.

Minimum Qualifications Candidates must have one year of permanent service as a Data Analyst 1 OR bachelor’s degree and three years of experience* in data visualization, and statistical models and data mining tools.

A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience

Preferred Qualifications:
Experience with the following
- analyzing large, complex, multi-dimensional datasets using a variety of tools;
- statistical software (e.g., SAS, R), data analytic programming and database languages (e.g., SQL, PL/SQL);
- research, development, and support of data visualization techniques;
- BI tools such as Tableau, PowerBI
- solving analytical problems using statistical approaches;
