Job Specifics
Duties Description The incumbent will assist in the oversight and implementation of the Division of Materials Management’s Region 3 Solid Waste program including program development and support functions. They will apply their knowledge of environmental science and environmental legislation, rules, and regulations to identify and develop solutions to environmental issues within the Solid Waste program area. As a specialist in Solid Waste Management, they will provide technical advice, consultation and guidance on programs and issues to program staff, agency officials, consultants, members of the regulated community, and the general public.
Specific duties will include managing current and anticipated priorities of the Region including application review and issuance of new, modified and renewed permits; implementing and overseeing the Environmental Monitor Program, staff inspection program, program health and safety, and facility surety programs; managing, tracking and ensuring timely reviews of all permit actions assigned to the program; working with the Division of Environmental Permits to review renewal permit applications and develop conditions; reviewing new permit applications and drafting conditions as appropriate; developing an environmental monitor budget, overall program work plan, and individual facility work plans; reviewing contractor work; making recommendations for referral to formal enforcement; providing environmental monitor training and approving payments for services rendered; ensuring that all staff have proper personal protective equipment and are current with the Department’s latest health and safety policies; developing, tracking and ensuring staff are meeting the work plan goals for permitted facility inspections; tracking all financial surety documents to ensure they are current and meet Department regulations; preparing written reports and recommendations supervisor review, assisting with file management, and other work as assigned.
The incumbent will be also responsible for supervising staff including Environmental Program Specialist 1’s, trainees, and interns including the development of performance plans and associated reviews; reviewing and approving timesheets and expense reports; and developing and completing program specific training for new staff.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
OR
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
OR
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher AND:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available to respond to after-hours emergencies.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
