Duties Description Under the direct supervision of the Deputy Director, SG-NS in the Office of Internal Control unit, the Internal Control Officer is responsible for but not limited to the following:
• Oversee Internal Control Office Unit.
• Provide consultative support to Divisions to assist them in meeting internal control requirements.
• Make available to each officer and employee of WCB a clear and concise statement of the generally applicable management policies and standards which are applicable within WCB.
• Provide annual internal control training to all levels of WCB, including Executive Management, Senior Leadership, Unit heads, and all other staff as appropriate.
• Maintain a system of internal control and a program of internal control review that complies with all requirements of the NYS Internal Control Act.
• Design and implement an overall risk management process for the agency, which includes performing a risk assessment as well as risk evaluation and prioritization.
• Implement an enterprise-wide Internal Control education and awareness program.
• Facilitate the implementation of the Standards for Internal Control in New York State Government that incorporate the COSO Internal Control – Integrated Framework’s component and principal evaluation to ensure all suitable and relevant principles are present and functioning within the organization. Perform continued maintenance and review to ensure compliance.
• Work closely with senior staff to recommend and promote best practices in risk management and ensure that associated analysis is thorough and accurate.
• Review and analyze existing activities, policies, and procedures to present and report recommendations for mitigating risks to senior staff.
• Evaluate agency initiatives and programs to identify risks and opportunities.
• Examine and optimize business and operating processes, implementing effective solutions as appropriate.
• Build risk awareness through education and training efforts to ensure agency leadership achieves adequate awareness and understanding of risk and control concepts.
• Submit annual certifications to various control agencies (DOB, OSC, and SFS).
• Represent the agency on internal control and risk management matters with external organizations, such as the NYS Internal Control Association.
• Establish cooperative liaisons with other Internal Control Officers and control agencies to further enhance the agency’s ability to learn of best practices for possible implementation.
• Perform all duties in accordance with federal, state, and local laws, rules, and regulations; agency policies, practices, and procedures; as well as the Standard for Internal Control in New York State Government and applicable COSO frameworks.
• Coordinate and oversee the external audit of WCB's Internal Control Audit that is required by State Finance Law.
• Conduct verification procedures and follow reviews to determine whether audit recommendations issued by the Internal Audit Unit and external auditors are implemented and incorporated into the internal control system, as appropriate.
• Work cooperatively with the agency’s Special Counsel for Ethics, Risk and Compliance to identify, reduce, and eliminate risks and promulgate statewide best practices.
• Compliance and Coordination: Update Language Access Plans, as required, at least every two years.
• Document Translation: Work with colleagues to determine what documents are considered vital and must be translated into all 12 languages
• Staff Training and Support: Provide staff with appropriate training and ad hoc information regarding interpretation and translation contractors and how to access these services, including best practices regarding using different interpretation methods depending on the circumstance.
• Building Relationships: Build collaborative relationships with over the phone and written interpretation/translation contractors to assure quality services.
• Monitoring and Reporting:
- Complete monthly contractor deficiency reports and send to Office of Language Access.
- Monitor language access complaints and work with agency staff to address complaints and ensure the Office of Language Access is apprised of resolution.
- Complete outreach, and Language Access training report for the governor’s office.
- Complete an annual report tool and submit to OGS Office of Language Access yearly.
• Public Notification and Accessibility: Work with internal or external (Digital NY, ITS, or contractor) entities to keep agency language access webpage(s) updated.
• Meetings and Collaboration: Attend quarterly meetings with the Office of Language Access.
• Procurement and Contract Management: Work with agency Procurement team to ensure the necessary contracts and purchase orders are in place to use language services as needed.
• Serve as the main point of contact within the agency for all matters related to the provision of language services

Minimum Qualifications Bachelor’s degree and four years of experience conducting or managing one or more of the following: audits, examinations or program reviews, one year of which must be in Internal Controls and in management capacity.

* Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
