Job Specifics

Duties Description Working for the Division of Operations' Bureau of Planning & Facilities Management, the incumbent will lead the Facilities Data Systems section and will be responsible for the day to day supervision of section staff. The position will be required to establish policy on TMA workflow, develop and maintain TMA procedures, direct routine data entry by Regional TMA Coordinators, coordinate routine system software updates, conduct system testing of new releases, establish user roles and rights, coordinate user training, and ensure system vendor fulfills contract requirements.

Incumbent will also: provide support to Department managers for various projects by identifying the type of TMA data available and developing custom querying and analysis to meet needs; analyze energy use data, evaluate, and provide recommendations to management for energy savings projects and provide reporting as needed to comply with EO-88; analyze vehicle mileage data to properly chargeback Divisions/Programs; analyze/Report on Alternate Fuel Vehicles; analyze/Report on Equipment Use for each Division/Program; analyze infrastructure condition data, evaluate, and provide recommendations to management for capital budget preparation; be the Department lead on the Multi-Agency Statewide Asset Management Workgroup which is responsible for developing recommendations on statewide standardization of Asset Management Systems; lead the development of a new substantially updated TMA system, which will include evaluation, selection, configuration, and implementation of new vendor software; and lead the development and maintenance of the Departments Capital Project Database which will allow the analysis and presentation of data to enable executive CP decision making throughout the life of a capital project, including development of processes for requesting new projects, additional funding for existing projects, and prioritizing projects.

Minimum Qualifications Minimum qualifications for provisional appointment:

Promotional:

You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 or Business Systems Analyst 1 (Health).

Or open-competitive:

Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Substitution:

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Non-Competitive Promotion (NCP) Qualifications:

To be eligible for NCP, candidates must be in the Department of Environmental Conservation promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Business Systems Analyst 1.

NYHELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

Promotion:

Reassignment: Currently in the title of Business Systems Analyst 2 and an employee of DEC

Reinstatement: - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer: One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law

OR eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT”

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.
