Job Specifics

Duties Description NOTE: Location will be between Pearl River, Poughkeepsie, or Hauppauge

• Under the administrative direction of Director of Construction for the Design and Construction Group, the incumbent will serve as the Downstate Assistant Director of Construction. The incumbent is responsible for the overall management and administrative direction of Regions 1-3 in the Division of Construction. Covered counties include: Suffolk, Nassau, Queens, Kings, Richmond, New York, Bronx, Rockland, Westchester, Orange, Putman, Dutchess, Ulster, and Sullivan.

The Division is responsible for the execution of construction projects to provide new or rehabilitated facilities for Client State Agencies. The Division is also responsible for emergency project response and bidding. The incumbent will oversee Regions 1-3 and support the Director in the establishment and modification of policies, procedures, and plans associated with the administration and direction of the Division of Construction.

Administrative Management Duties:
• Recommend and implement improvements in existing programs within the Division, establishing policies and management systems, setting priorities and developing new initiatives.
• Participate in strategic planning, long-range planning and master planning for the Division.
• Advise Director of current staffing levels, upcoming workload levels, and upcoming staffing needs to support workload in Regions 1-3.
• Direct work assignment, workload management, and performance management of Regional Supervisors.

Technical Consulting Duties
• Manage overall construction and reconstruction efforts for significant structures or facilities.
• Provide overall instruction/guidance to staff across the Regions that this position oversees, consulting architects/engineers, construction managers, and others as required.
• Provide direct and frequent advice to Regional Supervisors and the Director on matters concerning the design of projects and the stewardship of state facilities.
• Oversee and ensure the effectiveness of the Emergency contracting process in Regions 1-3.
• Directing tracking and facilitating the execution of high priority and problem projects in Regions 1-3.
• Directing Pre-Default Meetings and Show Cause Meetings
• Take lead in claim review for claims on contracts in Regions 1-3.

Technical Liaison Duties
• Act on behalf of the Director in developing and maintaining relationships with various stakeholders within State government and private industry.
• Maintain strong relationships with clients, and all divisions within OGS as well as building relationships across diverse stakeholders.
• Interact with and lead members of the Division of Construction, and all others internal and external, to Design & Construction.


Extensive travel throughout the counties covered by Regions 1-3 is required. Covered counties include: Suffolk, Nassau, Queens, Kings, Richmond, New York, Bronx, Rockland, Westchester, Orange, Putman, Dutchess, Ulster, and Sullivan.

Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.


The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.

Minimum Qualifications Bachelor’s degree and eight years of relevant experience.*

*Substitutions: four years of specialized experience or associate’s degree and two years
of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree
may substitute for one year of specialized experience; Ph.D. may substitute for two
years of specialized experience.
