Job Specifics
Duties Description The Health Program Administrator 2 (HPA 2) will be the Unit Manager of the Community-Based Health Unit (CBU) for the Bureau of Child Health (BCH), within the Division of Family Health. Responsibilities include but are not limited to: supervision; performance management, quality improvement and oversight of the management and administration of the Children and Youth with Special Health Care Needs (CYSHCN) Program; oversight of Cornell University's CYSHCN Center of Excellence; program management of 53 contracts with local health departments (LHD); the CYSHCN Support Services Program; and the Sickle Cell Disease (SCD) Adolescent Transition Services Program. Additional duties include but are not limited to: budgetary oversight; grant procurement (RFA/RFP) development; developing performance and outcome measures; creating quality improvement projects; coordinating with other state agencies and external organizations on issues impacting child health; assisting to update a data management system; and providing secondary supervision.
Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at of above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70-1 or Section 52.6 of the NYS Civil Service Law
Preferred Qualifications: The preferred candidate will have experience in the management and oversight of a federally funded public health program, especially one that serves children; an understanding of New York State policies, including program policy/guidance development and oversight; working with advisory bodies, workgroups, and/or other stakeholders; experience with grant and data management; experience supervising professional staff; strong organizational and interpersonal skills; experience working on programs related to children and youth with complex medical, behavioral or developmental issues. Excellent communication and writing/editing skills.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
