Job Specifics
Duties Description The Human Resources Specialist 2, Grade 23, will perform duties requiring a high level of competence in the human resources field and will generally work under broad guidelines from a higher-level manager or Director of Human Resources. This will include planning, developing, directing, supervising and evaluating the personnel and labor relations functions at the NYS Veterans’ Home at Oxford in accordance with current applicable federal, State, and local standards, guidelines and regulations.
Duties will include assisting with classification, examination, recruitment and selection processes; monitoring compensation, extended sick leave programs, and workers compensation; assisting in the development of job descriptions and performance programs; and providing support and guidance to supervisory personnel and managers.
Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent permanent, or 55 b/c service in a position that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law, to a Human Resources Specialist 2, Grade 23.
Promotion Provisional Opportunity - In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. Candidates must be a current Department of Health – Veterans Home at Oxford employee with one year or more of permanent or contingent permanent competitive, or 55-b/c service as a Human Resources Specialist 1, Human Resources Specialist 1 (Labor Relations), or Head Clerk (Personnel).
Preferred Qualifications: The preferred candidate will have a customer service approach to problem solving and dealing with people; strong planning, organizational, writing, communication and computer skills, and an understanding and commitment to the Homes core values.
