Job Specifics

Duties Description Under the direction of the Project Manager 3, SG-25, within the Dedicated Support team for the Chamber and the Division of Budget, the Business System Analyst 2, SG-23, will be responsible for developing requirements for business analysis projects and applying those tools and techniques across program areas.

Specific duties shall include but are not limited to:

• Business Analysis Execution: Perform standard business analysis activities and develop project artifacts, including elicitation, analysis, validation, and solution assessment. Perform SWOT analysis, gap analysis, and stakeholder analysis.
• As-Is and To-Be Analysis: Be able to understand and illustrate the business need and current state of agency operations. Analyze current business processes and document requirements for future states. Create process models and update documentation for new and existing technologies.
• Define Business Requirements: Create business requirements documents (BRD), functional requirements, non-functional requirements, user stories, use cases, wireframes and mockups, and business rules.
• Testing and User Acceptance: Develop user acceptance criteria, work closely with the testing team to develop test cases, create user manuals, and document change requests.
• Internal Controls: Stay updated on agency policies and provide excellent, ethical, and professional customer service. Develop a
• Innovative Thinking: Seek creative approaches, take accountability, and collaborate effectively.
• Continuous Improvement: Improve knowledge and skills by completing required training.
• Communication: Communicate effectively with project stakeholders and internal ITS team in both oral and written form. Communication is clear and easy to understand. Tailor service delivery for projects to ensure positive customer feedback.
• Collaboration: Work with team members to ensure work products are clear, consistent, and meet goals, while sharing knowledge. Manage emails, attend meetings, and participate actively. Submit and approve time sheets accurately and keep calendars updated.
• Supervision: Supervise project management and business analysis staff.
• Other duties as assigned.

Minimum Qualifications NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications:
Seven (7) years* of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
SUBSTITUTIONS:
• An associate degree may substitute for two years of experience
• A bachelor’s degree may substitute for four years of experience
• A master’s degree may substitute for five years of experience
• A doctorate may substitute for six years of experience.

Promotion: One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 1.

Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications.


Preferred Experience:
• Minimum of 3-5 years of experience as a Business Analyst, with a focus on technical projects.
• Experience working with software development teams and a solid understanding of software development lifecycles (SDLC).
• Experience working directly with clients, gathering requirements, and managing expectations.
• Experience in the public sector or with government agencies is preferred.
Technical Skills:
• Proficiency in requirements elicitation techniques (e.g., interviews, workshops, surveys, document analysis).
• Strong ability to translate business needs into clear, concise, and testable technical requirements.
• Experience creating various types of requirements documents (e.g., business requirements documents, entity relationship diagrams, user stories, use cases, functional specifications, system requirements specifications).
• Experience creating mockups, wireframes, and prototypes to visualize system functionality (Figma).
• Familiarity with database concepts and SQL.
• Understanding of web technologies and architecture.
• Experience with testing methodologies and creating test plans/test cases.
• Familiarity with project management methodologies (e.g., Agile, Waterfall).
• Proficiency in using business analysis tools (e.g., Azure DevOps, Jira, Visio).
