Job Specifics

Minimum Qualifications Open to New York State employees with one year of permanent competitive service as an Information Technology Specialist 2 (Programming), G-18; OR who are in a position at G-16 or higher and deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Preferred Qualifications:

• Experience in spatial analysis using desktop ArcGIS software or another professional GIS platform;
• Experience with spatial data construction and maintenance using the ArcGIS platform;
• Experience with Python scripting;
• Experience administering ArcGIS Server and GIS services;
• Experience in customer support and services, including training
• Excellent written and oral communication skills;
• Experience developing web and mobile applications using Esri Web APIs;
• Experience developing responsive applications using Javascript and HTML5;
• Experience with Open Source GIS technologies.

Duties Description This position is within the Transportation & Economic Development Cluster Cluster in the Solutions Architecture and Shared Services Bureau and Application Architecture-Mapping/GIS Section.

The position will support the TED Cluster GIS implementation by performing the following duties:

• Develop, test, implement, and maintain desktop, server, and mobile GIS workflows and applications;
• Provide GIS training and technical assistance to GIS Coordinators and users throughout ITS and the TED Cluster agencies;
• Complete GIS IT Service Management including incidents and service requests;
• Document spatial workflows, procedures, and applications;
• Design, construct, manage, and document GIS datasets that appropriately support agency and statewide data and business needs;
• Assist with business/systems analysis for GIS workflows and components;
• Assist in filling special mapping or analysis requests, including both quick response requests and longer term requests;
• Support NY State emergency response efforts through staffing emergency shifts within the TED agencies, the State Office of Emergency Management, or elsewhere.
