Job Specifics

Duties Description The Registrations, Accounting and Support Bureau (RASB) is a bureau within the Office of Processing Services and is comprised of multiple units that support taxpayer registrations for multiple tax programs, as well as the design, development, and maintenance of taxpayer and tax professional Online Services Accounts. The bureau also handles Power of Attorney (POA) processing for the department. In addition to operational areas, the bureau has a Program Development team that is responsible for business analysis, requirements and testing for all new and existing technical systems that support the varied functions throughout the bureau. Additional responsibilities include development and facilitation of electronic communications and multiple public facing web applications designed to allow taxpayers to self-serve. RASB is also responsible for the processing of over 12 million electronic payment transactions annually. RASB provides Tax Accounting services to reconcile, report, and distribute all Net Tax collections of the Department. RASB also provides enterprise-wide services including, budget and billing for front end processing services, workforce management, and staffing services. Additionally, RASB staff resolve deposit, payment and refund processing issues.

BSA-3 Job Functions may include, but are not limited to:

• Supervise Taxpayer Services Specialist 3s or Business Systems Analyst 2s and manage staff who perform business analysis, system testing, implementation and/or operational work.
• Manage the front-end processing and monitoring of electronic (ACH) payments and work as a liaison between taxpayers, internal staff, and external vendors to resolve and assist with electronic payment issues, inquires, research, and reconciliation.
• Conduct research and provide guidance to staff regarding the more technical, complex issues associated with the workload of the unit.
• Perform complex legal and technical research relative to new legislation or user/system change requests, interpretation of tax laws, and tax form changes to determine impact on operations and procedures.
• Schedule and plan project activities, working closely with staff, other program areas, and external customers.
• Direct, and sometimes personally perform, business systems analysis on various projects. This will include overseeing and facilitating communications with both internal and external customers; requirements gathering and review, planning and management; solution assessment and validation; testing; and implementation.
• Manage the creation of business analysis standards and process documents; analyze and revise flow charts, process models and technical specifications both for “as-is” and “to-be” states.
• Oversee the evaluation of outcomes of systems development and testing; confirm results are consistent with system or business process specifications.
• Monitor and report progress and project status; work closely with management, subordinates and peers to develop and continuously improve processes.
• Monitor systems performance by reviewing reports or other available data to determine necessary modifications or enhancements. Prioritize system changes as required.
• Analyze data to develop oral and written reports and presentations for management.
• Communicate effectively, both verbally and in writing with staff at all levels throughout the department, taxpayers, staff in other agencies as well as vendors This includes communicating business process requirements to IT staff, program staff and stakeholders.
• Identify training needs for staff. Plan, develop and coordinate training and developmental opportunities for team members, ensure staff are aware of any policy and procedural changes.
• Review, approve and submit administrative reports and forms timely and accurately.
• Evaluate staff efficiency and adjust work assignments as necessary to improve operations, avoid backlogs and meet project deadlines.
• Supervise, plan, organize and adjust staff work assignments to avoid backlogs meet deadlines, and monitor daily reports. Also, evaluate and monitor staff productivity, work performance and time and attendance using existing quality assurance procedures.
• Complete staff evaluations and probationary reports and uses such to mentor staff, by providing feedback on performance and opportunities for growth, as well as assist in counseling and disciplinary action as necessary.
• Review and disseminate changes in Department, Division or Bureau policy or procedures to subordinate staff.
• Perform with the highest level of integrity, acting within the department’s code of conduct; state ethics laws; and department policies.
• Adhere to the Time and Attendance rules and regulations of the Department.

Minimum Qualifications Candidates must be NYS employees eligible for transfer in accordance with Civil Service laws, rules, and regulations.
