Job Specifics

Duties Description The Health Program Administrator 1 will work in the Bureau of Perinatal, Reproductive, and Sexual Health (BPRASH) under the guidance of the Sexual Violence Response Unit Manager. The HPA1 will provide program management and oversight for the Sexual Assault Forensic Examiner (SAFE) Program and staff; Provide oversight and management of the SAFE Program Training and Technical Assistance Center; and maintain up-to-date knowledge on laws, regulations, policies, and best practices that impact the response to sexual or domestic violence survivors. The HPA1 will lead in developing new materials and tools that will support the SAFE Program; Provide technical assistance and support to SAFE Programs on meeting required standards and participate in monitoring visits, as needed. The HPA1 will engage and partner with stakeholders including state agencies, hospitals, and community-based organizations, and will participate on collaborative teams and workgroups within the Division of Family Health (DFH), Bureau, and/or the Sexual Violence Prevention & Response Section to accomplish assigned projects.

Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, Grade 23.

Transfer: Current New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: Experience with program management and oversight, regulatory development, assessing quality and conducting evaluation using data, experience working as part of a multidisciplinary team with diverse internal and external stakeholders, experience working directly with people from diverse racial, ethnic, and historically marginalized groups, and knowledge of the concept of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities, experience working within sexual violence response programs, and familiarity with trauma-informed care principles, excellent telecommunication and writing skills.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
