Job Specifics
Duties Description This position is with the Contract Management Unit (CMU), the CMU procures contracts for Services, Design and Construction for OPWDD’s thirteen districts statewide. Under the direction of the Contract Management Specialist 3, the Contract Management Specialist 2's duties will include but not be limited to:
o Develop and assist with the development and/or negotiation of contracts, RFPs, IFBs, RFQs, Sole/Single Source procurements and other related financial documents
o Review proposed contracts for fiscal and programmatic correctness and adherence to State policy
o Prepare evaluation plan in accordance with NYS Law, rules, and regulations
o Conduct preliminary reports and recommendations to approve or reject contracts
o Review procurement records to ensure that all applicable laws, rules, and regulations are adhered to and that
o Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations
o Prepare reports or draft reports outlining major changes for resolution by the Contract Management Specialist 3
o Draft written responses to interested parties on contract awards and contract status
o Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies such as the Attorney General’s Office and the Office of the State Comptroller
o Provide guidance, technical assistance, and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met
o Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies to help prevent bid protests by unsuccessful bidders
o Resolve program and vendor procurement complaints/disputes and follow-up to ensure efficient delivery of services and adherence to contract terms
o Collaboratively develop new guidelines, policies and procedures, or changes to existing program guidelines, to streamline, monitor and control the procurement process for management review.
o Develop model contracts to be used by the agency as a guideline for excellence in procurement methodology
o Supervision of several staff, perform the full range of supervisory duties
o Train new staff and advise existing staff regarding applicable laws, rules, policies, procurement techniques and procedures.
o Assist in the development, implementation and maintenance of office policies and procedures
o Interact with OPWDD’s Counsel's Office on contractual matters as needed
o Participate in meetings as required
o Maintain a high level of customer service with both internal and external stakeholders
o Special projects as assigned

Minimum Qualifications Promotion: one year of permanent competitive service as a Contract Management Specialist 1 and reachable on the Civil Service eligible list.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 23 ($86,681) and Mid-Hudson Adjustment ($2,000). Mid-Hudson adjustment is added to the job rate ($109,650).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
