Job Specifics
Duties Description Within the Division of Health Plan Contracting and Oversight, there will be both administrative and managerial responsibilities associated with the Bureau of Managed Care Fiscal Oversight within the Department of Health.
Specific responsibilities may include but are not limited to:
• The candidate will supervise and manage several layers or professional staff and will need to successfully communicate with staff of different backgrounds and experience to relay pertinent information and data to upper-level management as well as to rate setting, legal affairs, and program staff within the Department as well as other state agencies, consultants, and MCO stakeholders that interact with BMCFO. Further, the incumbent will be tasked with developing deliverables and occasionally presenting materials to executive staff in OHIP.
• Review and evaluate laws, rules, and regulations related to Medicaid and other public health insurance programs to improve program operations, and to ensure compliance of existing programs with new or changing requirements or guidelines.
• Analyze state and federal legislation related to health insurance programs, and review for impact on existing program operations and make the appropriate operational changes; provides technical assistance to various groups on regulatory changes and impacts on program operations.
• Review and evaluate reports and program data to identify deficiencies, perform quality assurance and program audit functions, and to improve administration of health insurance programs.
• Review and evaluate operations of health insurance plans and providers, identify deficiencies, and propose corrective actions to ensure compliance with DOH and federal laws, rules, and regulations.
Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70-1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in healthcare and trend analyses.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
