Job Specifics

Duties Description Within the Division of Eligibility and Marketplace Integration, Bureau of Consumer Relations and Local District Support, the incumbent will assist New York State with timely and efficient implementation of continuous coverage unwind operations, and provide ongoing support for the administration of New York’s health insurance programs, including, but not limited to, support for the Medicaid Eligibility Change Management system (MECM) for those populations that will need to be transitioned from New York State of Health (NYSOH) and Welfare Management System (WMS).

Specific duties and responsibilities may include:

Supervise a team of professional and paraprofessional in providing guidance and technical assistance to various departments/agencies regarding Medicaid coverage.

Assist Health Program Director (HPD) 2 with oversight of bureau operations by supervising the work of program unit.

Oversee quality assurance activities for staff, participate in meetings to ensure consistent application of department guidelines/policies.

Compile current data from daily MOBIUS report and prepare Excel spreadsheets of consumers with concurrent coverage, to be evaluated by the team for processing. Track status of reports ensuring completed timely and correct.

Respond to inquiries involving concurrent coverage and appropriate system of coverage from Department staff and related agencies.

Provide training to new staff. Create written procedure for working Concurrent Report, Rikers Report, DUP CIN file, Facilities Folder and all other duties as arise, and update as needed with any/all changes.

Assign user credentials to LDR mailbox, as well as grant permissions in Health Commerce Systems, review premiums in Medicaid Data Warehouse for recoupment from carriers.

Support Division Deputy Directors with additional tasks and special projects as assigned.

Participate on various operational team discussions and projects, including MECM.

Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70-1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; experience using electronic data systems, such as eMedNY and NYSOH Back Office; and supervisory experience.
