Duties Description Under the supervision of the Park Manager 2, SG-21, the incumbent plays a vital role in overseeing the daily operations and maintenance of Buffalo Harbor State Park, ensuring the safety and satisfaction of visitors while protecting the park’s natural and physical assets. The Park Supervisor 2 is responsible for:

• Planning, coordinating, and directly daily park operations and long-term maintenance projects.
• Supervising permanent and seasonal staff across trades, maintenance, and recreation roles.
• Overseeing work schedules, staff training, and performance evaluations.
• Administering budgets, inventory, payroll, and revenue operations.
• Ensuring public safety and handling emergency response.
• Coordinating with managers for capital projects.
• Test and balance chlorine, pH, and other chemical levels to ensure safe water quality; assist with water quality record maintenance.

Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.

*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.

REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATING NEEDS:
• Must be available to work a variable schedule that includes weekends, holidays and/or evening shifts.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess a valid Class “B" or Class A”*** Commercial Driver’s License (CDL) that allows the candidate to legally operate commercial vehicles in New York State and maintain it as a term and condition of employment.***
• Must have a working knowledge of Microsoft Outlook, Word, and Excel.
• Must complete Certified Pool Operator Certification (CPO) or OPRHP equivalent within the probationary period as a term and condition of employment.

***Under the provision of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The incumbent is required to participate in pre-employment, random and post-accident drug and alcohol testing.
