Job Specifics
Duties Description Under the general supervision of a Division Engineer, serves as an Engineer-in-Charge for bridge painting, contract maintenance and construction projects; supervises the activities of subordinate personnel; reviews and prepares plans, specifications, estimates and suggested schedules in the design phase for bridge painting, contract maintenance, and miscellaneous construction projects. Specific duties include, but are not limited to:
- Supervises the activities of Authority engineering personnel and contractors to ensure this work progresses in accordance with established schedules; and incorporates approved change orders and supplemental agreements into the schedule.
- Supervises the inspection of materials and work in progress to ensure adherence to contract specifications, including environmental requirements.
- Based on documented work progress, prepares progress payment documents for payment made to the contractor by the Authority; verifies the validity of contractor’s claims for extra-contractual payments.
- Analyzes possible needs of field changes and develops and recommends appropriate change orders; and interprets plans, inconsistencies, change orders, and supplemental agreements for the contractor.
- Maintains the Engineer’s Diary and keeps or supervises the keeping of engineering records, dates, and documents as required by the MURK system of project record keeping. Prepares or supervises the preparation of the as-built plans and final contract records.
- May be assigned engineering design work; may perform pre-design survey; recommends methods of repair.
- Applies specialized knowledge and experience in reviewing and recommending modification of contract design at the latter stages of the design function.
- May be assigned activities and tasks not listed herein but as described in the General Duty Statement for this specific title which has been prepared and published by the NYS Department of Civil Service.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Engineer Trainee (SG-NS):
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 16 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
Assistant Engineer (SG-20):
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 18 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
2. NY HELPS MINIMUM QUALIFICATIONS:
Engineer Trainee (SG-NS):
Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below;
Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.
Assistant Engineer (SG-20):
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and a qualifying bachelor's degree or higher as listed below; or proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments This is a Unit 2, CSEA position. The NYS Thruway Authority offers an extensive benefits package, including but not limited to paid time off, sick leave incentive, membership to the NYS Retirement System, and 90% tuition assistance.
ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $93,666 up to Job Rate $100,979.
Location Pay: $3,400 for Downstate.
Recruitment & Retention Pay: $7,000.
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$64,427 (Engineer Trainee, equated to SG-18)
