Job Specifics
Duties Description Assists Director with supervision of staff and the delivery of all clinical services. Assists with inservice education of department staff and other institutional personnel. Assists with all state, Federal, CARF and JCAHO regulations and quality assurance programs in the department and ensures compliance. Participates on committees and the respiratory program clinical rotation. Provides direct patient care, on-call duties, and other duties as required.
Minimum Qualifications Promotion:
Possession of a license and current registration as a respiratory therapist in New York State, and one year of permanent service as a Respiratory Therapist.
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS employee with one year of permanent competitive or 55-b/55-c service as a Respiratory Therapist.
If less than three interested and qualified New York State Department of Health employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program.
Open Competitive HELPS qualifications:
Possession of a license and current registration as respiratory therapist in New York State, and one year of post-licensure experience in the administration of respiratory services and treatment of patients in a nursing home facility or hospital setting. A bachelor’s degree in respiratory therapy may substitute for the experience requirement.
Preferred Qualifications: Previous supervisory experience in the Respiratory Care Department. Experience includes, but is not limited to, scheduling and ensuring availability of essential and necessary supplies to effectively address patient needs.
Additional Comments One permanent, competitive full-time appointment, or non-competitive full-time appointment via HELPS.

If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health Helen Hayes Hospital and have one year of permanent competitive service as a Respiratory Therapist.
Posted salary range includes statutory hiring rate for CSEA Grade 18, plus an additional geographic pay differential of $13,000 and downstate adjustment of $4,000. There is an additional Shift differential of 7% for evening shift and 10% for Night shift.
This position is part of the NYS HELPS program. No examination is required.
