Duties Description Ready to take the next step in your Human Resources career? Manhattan Psychiatric Center (MPC), an Office of Mental Health (OMH) Joint Commission accredited facility, is recruiting an Associate Director Human Resources 1 (Institution) to oversee all recruitment and human resource management operations at both MPC and Kirby Forensic Psychiatric Center (KFPC).

As the Associate Director Human Resources 1 (Institution), you will be responsible for the direction and oversight of human resources management operations including:

• Serving as advisor to executive management at MPC and KFPC on human resource issues
• Overseeing all recruitment activities including eligible list canvassing, confirming candidates meet Minimum Qualifications for appointment, and determining appropriate appointment mechanisms
• Directing and coordinating employee benefits and leave administration programs
• Supervising staff assigned to Human Resources Office

About MPC & KFPC:

KFPC and MPC campuses are located on Randall’s Island in Manhattan and provide psychiatric care and treatment to adults from the New York City Metro area.
MPC is a comprehensive, community-based mental health facility serving individuals who are 18 years or older, from the Manhattan and Greater NYC Region.

KFPC provides inpatient treatment and rehabilitation to pretrial defendants who were deemed unfit to stand trial and were court ordered for restoration of fitness to stand trial and individuals who have been found not guilty by reason of insanity.

KFPC and MPC are committed to supporting underserved individuals and delivering treatment with respect for each individuals privacy and rights along with activities and initiatives to reduce disparities in access, quality, and treatment for underserved populations.

Minimum Qualifications Open to New York State Employees only:

Transfer Opportunity:
Candidates must have at least one year of permanent service as an Associate Director Human Resources 1 (Institution) and be eligible for lateral transfer;

OR

Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title.

OR

Provisional Opportunity – In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment: One year as a Human Resources Specialist 2 or Human Resources Specialist 2 LR. If appointed provisionally you must take the next scheduled exam and receive a reachable score before you can be permanently appointed.
