Job Specifics

Duties Description Program Oversight and Management
• Oversees the Doctors Across New York and Nurses Across New York programs, which provide loan repayment to physicians and nurses practicing in underserved areas, ensuring adequate workforce distribution across the state
• Oversees J-1 Visa Waiver Program, facilitating the retention of international medical graduates in underserved communities
• Supports Assistant Chief Health Planner with the administration of the federally funded New York State Primary Care Office, ensuring federal reporting and compliance standards are met, overseeing the identification, designations, and renewals of New York’s Health Professional Shortage Areas which are critical for hospital nursing home reimbursements.
• Oversees Empire Clinical Research Investigator Program, designed to training physicians in clinical research
• Ensures program compliance with federal and state regulations, monitoring performance metrics and outcomes for Center programs and initiatives.
Budget and Resource Management
• Develops and manages budgets and reports for Center programs and initiatives, ensuring fiscal responsibility
• Supervises professional staff and provide leadership for each associated program team

Minimum Qualifications Permanent Transfer Candidates: Current NYS Employee with one year of permanent, competitive, service as a Chief Health Planner, SG29 OR Current DOH employee with one year of permanent, competitive, service in a title SG27 or higher and eligible to transfer under Section 52.6 or 70.1 of the NYS Civil Service Law.

Provisional Promotion Candidates: One year of permanent competitive service as an Assistant Chief Health Planner, SG27.

Preferred Qualifications: • Background in healthcare workforce distribution and access to care initiatives including but not limited to loan forgiveness or workforce incentive programs
• Demonstrated experience managing state and/or federal grant programs and ensuring compliance with regulations and policies
• Strong budget development and fiscal management skills
• Track record of successful program design, implementation, and oversight
• Management experience leading professional staff

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
