Job Specifics

Duties Description As a second supervisory level, you would oversee lower-level Business Systems Analysts and develop system requirements for future or "to-be" states in large business analysis projects or a series of smaller projects within a cross-functional environment. You may serve as the first-level supervisor on more complex business analysis projects that require supervising staff with specialized skills and managing projects that involve a wide range of tools and techniques across major business analysis knowledge areas.

Duties include but are not limited to the following:

• May perform all the duties of a Business Systems Analyst 2.
• Plans, organizes, and assigns staff to research, gather, and evaluate information systems or business process requirements.
• Analyzes the current or "as-is" state of the business processes or functions and process models.
• Reviews and writes requirements for the future or "to-be" state of IT systems or business processes for the most critical projects.
• Communicates business process requirements to IT staff, program staff, and stakeholders.
• Analyzes the impact of changes to IT system requirements or business processes and assesses project timelines and priorities.
• Encourages stakeholders to resolve issues with design specifications before implementation.
• Monitors system testing and evaluates the impact of errors on system functioning during and after implementation.
• Schedules and assigns staff to write system documentation and trains users on new IT systems or business process functions.
• Reviews documentation, reports, and recommendations prepared by staff.
• Leads and manages large-scale business systems projects from initiation to completion.
• Collaborates with cross-functional teams to gather, analyze, and document business requirements.
• Translates business needs into functional specifications and system design documents.
• Conducts gap analysis and proposes strategic solutions to improve business processes.
• Serves as a liaison between business units and IT teams to ensure alignment and successful delivery.
• Develops and executes test plans to validate system functionality and performance.
• Provides mentorship and guidance to junior Business System Analysts.
• Monitors system performance and recommends enhancements and/or automation of business functions.
• Prepares Business Intelligence (Bl) reports, dashboards, and presentations for senior leadership.
• Ensures compliance with internal standards and external regulations.
• Prepares meeting agendas, drafts, and disseminates meeting minutes.
• Prepares various reengineering artifacts, including Requirements Traceability Matrix, Wireframes, Target Environment Reports, As-ls System Analysis, Strategic Planning, and Envisioning documents.
• Prepares or reviews test plans, scenarios, and scripts, and works with Business staff to execute User Acceptance Testing.
• Uses business analysis techniques to identify solutions aimed at improving the efficiency and effectiveness of the system, business processes, or products/services to fulfill business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, or Change Management Analysis).

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law.

PREFERRED QUALIFICATIONS:
• Strong oral and written communication skills.
• Deep understanding of business process modeling (BPMN), Lean Six Sigma, and continuous improvement methodologies.
• Proficiency in SQL, PL/SQL, Python, R, or other data analysis and scripting languages.
• Experience with Agile, Scrum, and Waterfall project management methodologies.
• One year of permanent service as a Business System Analyst 2 OR bachelor's degree and three years of experience* in data modeling, business intelligence, data visualization and analytics tools such as Tableau, Power Bl, Smartsheet and other statistical analytical tools.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Business Systems Analyst 2 or Business Systems Analyst 2 (Payroll Systems).

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
