Job Specifics
Duties Description PREFERRED QUALIFICATIONS:
Proficiency with SQL, MS Access, and Excel; basic understanding of the Medicaid program, familiarity with large data sets.
Job duties include but are not limited to:
• Write SQL code to generate reports and ad hoc data requests.
• Maintain Letter Generation in the case tracking system.
• Function as a liaison between program areas and NYS Office of Information Technology Services.
• Coordinate with OMIGs contractor to facilitate knowledge transfer.
• Research, gather, and evaluate system or business process requirements.
• Process and execute updates to the case tracking system requested through request forms.
• Load data into the case tracking system.
• Analyze current as-is system functionality and business processes.
• Write and review technical requirements for future updates.
• Analyze the impact of proposed system changes.
• Assist with user acceptance testing, collecting data and documenting results.
• Create and update system documentation and any pertinent training manuals.
• Supervise and train staff.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)**
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position:
• Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive Minimum Qualifications:
Current New York State Employee with one year or more of permanent or contingent-permanent competitive service in a qualifying title and eligible for transfer under Section 52.6 of the Civil Service Law.
OR
Reachable on the appropriate Civil Service Eligible List.
Additional Comments Permanent, Full-Time, Competitive (for transfers and appointments off a list), Non-Competitive (for appointments through the NY HELPS Program). Salary for NY HELPS appointments start at $86,681. Salary is NON-NEGOTIABLE.
**The Department of Civil Service has developed the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS), which is a streamlined program that allows appointment to this title and others without examination.
For the duration of the NY HELPS program, this title, may be filled via permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply.
