Job Specifics

Duties Description Reporting to a Contract Management Specialist 3, SG-27, the Contract Management Specialist 2, within the Concessions Bureau of the Albany Main Office, will supervise a team of Contract Management Specialist 1’s responsible for the procurement and development and /or negotiation of contracts, RFP’s and other related financial documents.

The Contract Management Specialist 2 job duties include but are not limited to the following:
• Provide guidance, technical assistance and training to agency staff and/or potential respondents(s) to facilitate the contract and procurement process.
• Perform a variety of higher-level contract management functions and assist with special assignments and projects related to procurement.
• Perform the full range of supervisory duties such as assigning, reviewing, and monitoring assigned workload and projects, preparing performance evaluations, and ensuring adherence to time and attendance protocols.
• The position requires occasional overnight travel, and the selected candidate will be required to work independently.

Successful candidates will have a thorough understanding of procurement in NYS, demonstrating familiarity with State Finance Law, and standard procurement practices. Exceptional written and verbal communication skills, with a demonstrated ability to skillfully draft and edit complex documents, are also expected.

Minimum Qualifications If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible for appointment by one of the following qualifications:

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Contract Management Specialist 2; if you have less than one year, you must be reachable on the current Contract Management Specialist 2 eligible list for this location.

52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Contract Management Specialist 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

One year of permanent or contingent-permanent qualifying service as:
Either A.
Contract Management Specialist 1, Business Officer 1, DHSES Program Administrator 1, Parks Regional Grants Administrator or Purchasing Agent;
Or B.
Head Account Clerk or Senior Budgeting Analyst.

Only the title or titles listed are qualifying.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Additional Comments OPERATING NEEDS:
• This position requires travel. New York State fleet vehicles are assigned for travel. As such, the candidate must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Proficiency in MS Word and Excel are required.
• A working knowledge of SharePoint, Teams, and other MS Office Suite programs is preferred.
