Job Specifics
Duties Description The New York State Education Department’s (NYSED) Office of Counsel is seeking candidates for an Administrative Assistant 2 position. This Office’s mission is to provide the Regents, the Commissioner, and the Department with legal counsel and services that enable them to establish education policy and comply with the law. Duties of this position include, but are not limited to, the following:
• Serve as one of the primary administrative assistants for the Office of Counsel, Counsel, Deputy Counsel, and Chief Privacy Officer, often handing confidential attorney-client communications between them and the Commissioner, Board of Regents and others, and acting as a point-person for communicating with other agencies, outside attorneys and stakeholders which will involve sensitive attorney work product and otherwise confidential/privileged communications;
• Provide support for assigned attorneys on tasks including typing, filing, scheduling meetings/conferences, phone calls, proofreading, photocopying/scanning, faxing, travel arrangements/vouchers, ordering supplies/equipment, coordination of CLE courses and updating law books;
• Answer inquiries made to Office of Counsel and Privacy Office by phone or email by coordinating office correspondence and ensuring responses are sent in a timely manner;
• Review, proofread and correct legal documents (e.g., agency regulations, letters, briefs, memoranda, and administrative decisions) ensuring their confidentiality and privileged status until ready for publication in final form;
• Assist attorneys in responding to document requests (e.g., discovery, subpoenas, FOIL requests) often involving the handling of statutorily confidential materials across a variety of areas within the Department;
• Assist attorneys in preparing regulatory materials;
• Maintain the office databases, including those used to track litigation, appeals, legislation, ethics and subpoenas;
• Serve as backup to other administrative support staff and participate effectively on assigned Office of Counsel projects, and;
• Perform other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Assistant 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SALARY GRADE 13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position leads to a maximum salary of $74,695 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
