Job Specifics

Duties Description This position will manage the Bureau of Casualty & Estate Recovery (BCE) and will handle day to day oversight of the Bureau including direct supervision of five or more professional staff. Additionally, the position will assist in management of OMIG’s Casualty & Estate Recovery contract.

This position is public-facing and will require the candidate to interact with the various stakeholders and end users of OMIG’s Casualty & Estate Recovery contract, as well as those impacted by the State’s recovery policies, including the public. This recovery area is both politically and socially sensitive, and so the preferred candidate will have a strong background in customer service and public speaking. As this position is fast-paced and has a high degree of responsibility, it requires a candidate who is detail-oriented and able to pivot quickly to meet reprioritized tasks.

The successful applicant will be expected to become a subject matter expert in Casualty & Estate (C&E) recovery in New York including the laws and regulations that impact recovery in these areas. This includes staying abreast of federal and state law, regulation, and policy changes that may impact the program. The applicant will need to leverage this knowledge on a daily basis in order to advise the BCE team, OMIG Management, OMIG’s Office of Counsel (OC), and the C&E contract vendor, both in general policy and as it applies to specific cases.

Duties of this position include, but are not limited to:
• Supervision of Bureau staff.
• Management of Bureau staff training and development.
• Management of staff workload and task assignments.
• Lead and attend various meetings both internally and externally with a variety of stakeholders.
• Tracking and resolution of escalated items from the public, OMIG’s contract vendor, external attorneys, OMIG OC, and various other interested parties.
• Liaison as needed with various internal and external stakeholders including OMIG’s contract vendor, OMIG OC, DOH, OPWDD, various Local Departments of Social Services (LDSS), various court system representatives, various law firms, and Medicaid recipients and their families.
• Identification and management of statutory, regulatory, and policy impacts to New York’s Casualty and Estate recovery efforts on a federal, state, and local level.
• Participation in the creation of additional RFPs and implementation, tracking, and enforcement of new contract requirements.
• Participation in the identification and implementation of system and process improvements for the Bureau.
• Working collaboratively with division and agency management on various contract oversight activities.
• Working collaboratively with division and agency management to identify program and policy recommendations that further the agency mission and adhere to federal requirements.
• Managing and overseeing the tracking and reporting of both Bureau and contract vendor work performance metrics, and recommending areas of contract vendor work performance review.



Minimum Qualifications To be eligible for appointment, candidates must be reachable on the OMIG promotional list for Medicaid Integrity Specialist 2, OR be a current New York State employee with one year of permanent or contingent-permanent service in a title deemed eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

This recovery area is both politically and socially sensitive, and so the preferred candidate will have a strong background in customer service and public speaking. As this position is fast-paced and has a high degree of responsibility, it requires a candidate who is detail-oriented and able to pivot quickly to meet reprioritized tasks.

The preferred candidate will have excellent written and verbal communication, including organizational skills, time management skills, supervisory experience, and staff training experience. Familiarity and skill with online research, and applying learned information is required. Prior knowledge of New York State casualty or estate recovery processes, and/or estate or personal injury law, is greatly preferred. Familiarity with Request For Proposal (RFP) creation, contract implementation and management, Bureau management, creation of unit workflows and processes, and experience in law and policy research is desirable.



PREFERRED QUALIFICATIONS:

Excellent verbal and written communication, analytical, organizational and personal skills; knowledge and experience with Oracle, excel and access; strong attention to detail.
