Job Specifics
Duties Description Under the direction of Taconic Regional Management, the selected candidate’s duties will include but are not limited to the following:
• Direct staff and operations in four state parks consisting of over 25,000 acres, stretched out over 3 counties in multiple townships and villages, with over 150 miles of trails, two park offices, public swimming area, campgrounds, a boat launch, and a cross country ski center, with a total yearly attendance of about 800,000 patrons.
• Oversight of a permanent staff of nineteen, including: two Park Manager 1’s, an Environmental Educator 2, three Park Supervisor 1’s, two Trades Generalists, nine Park Worker 3’s, and two Environmental Education Aide’s. Responsible for a summer seasonal staff of twenty, in addition to three Park Rangers from Memorial Day to Labor Day, two Student Conservation Association members from January to November, and approximately eight year-round seasonal staff.
• Create biweekly schedules for all staff and a yearly work plan based on the financial allotment designated to the parks by regional management. Record attendance for the parks and manage the yearly non-personnel budget in conjunction with the office manager, including purchasing of supplies and equipment and control of spending. Manage activity in the park NHT and Enterprise accounts, as well as the Big Woods endowment.
• Direct general emergency response throughout the parks including accidents, storm damage and fires. Coordinate with local first responders to deal with injured hikers, which average about 15 incidents per year. Locate and direct lost hikers to safety with the assistance of park staff. Be on call 24/7, as many of these incidents occur at night, sometimes lasting all night, without overtime compensation. Participate in and direct maintenance operations of all kinds.
• Coordinate with three friends groups: Bannerman's Castle Trust, Little Stony Point Citizens Association, and Friends of Fahnestock and Hudson Highlands, to coordinate their efforts to assist the park. Attend monthly or quarterly meetings of the groups to establish priorities, support their efforts to attain and implement grants, assist in their community events and friend-raising and monitor their progress toward park objectives.
• Work with the regional trails coordinator and the statewide trails planner to establish yearly priorities for trail creation and rehabilitation within the park. Coordinate with the Back Country Trail Crew on their annual trail project within the park and provide them assistance where possible. Collaborate with the New York New Jersey Trail Conference on maintenance of all the trails in the park and setting goals for repairs and rehabilitation where needed. Hike the trails on a regular basis to assess their condition and train staff in maintenance procedures.
• Partner with various non-profit organizations such as: Open Space Institute, Scenic Hudson, Clarkson University, NYSDEC, and the Hudson Highlands Land Trust, to ensure the success of their projects within the parks; participating in the planning process and helping to guide the project through construction to completion. Work with the regional director and the Albany Real Estate Bureau to establish land purchase priorities, inspect the prospective properties, assist in the appraisal process, and help to complete the sales.
• Be a member of the Fjord Trail Steering Committee. The Fjord Trail is a planned 7.5-mile linear park through Hudson Highlands State Park Preserve, position will coordinate the management of the trail with the HHFT manager and staff and establish an operational management plan going forward as the trail comes to fruition.
• Respond in writing and in person to patron inquiries and complaints. Be available for media requests for information and work with Albany and regional staff to release appropriate information to the public. Coordinate with local county, town, and village officials on matters of mutual interest. Work with location scouts to direct them to the best sites for their filming needs.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Eight years of experience working in a park, recreational facility, or campus in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations or visitor services; maintenance; or environmental education or interpretation. Three years must have been at a managerial level.
An associate degree** in a related field can substitute for two years of specialized experience; a bachelor’s degree** in a related field can substitute for four years of experience; a master’s degree** in a related field can substitute for five years of experience; and a doctorate** in a related field can substitute for six years of experience.
**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education (https://ope.ed.gov/dapip/#/home). Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Manager 3; if you have less than one year, you must be reachable on the current Park Manager 3 eligible list for this location.
52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least two years of permanent or contingent-permanent qualifying service as a Park Manager 1, or one year of qualifying service as a Park Manager 2. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
In order to be considered for appointment via non-competitive promotion, nominations for promotion by non-competitive examination will not be approved if the nominee failed the two most recent examinations for promotion to the title for which they are nominated.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
Either 1.
One year of service as a Park Manager 2, Historic Site Manager B, Recreation Complex Manager 2, Golf Course Superintendent 2, or Maintenance Supervisor 4.
Or 2.
Two years of service as a Park Manager 1, Historic Site Manager C, Recreation Complex Manager 1, Assistant Golf Course Superintendent, Golf Course Superintendent 1, Golf Course Manager2, Maintenance Supervisor 3, Building Restoration Specialist, or Regional Park Maintenance Supervisor.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:

Additional Comments NOTE: As a condition of employment, the individual selected for this position will be required to reside in state housing.
Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Be able to represent Parks well within the community and with elected officials as well as partnering organizations.
• Be able to hike a minimum of 10 miles in rugged terrain, carrying a backpack with rescue supplies and water.
• Have, or be willing to gain, an intimate knowledge of the park geography and trail system, to be able to direct emergency operations.
• Chainsaw experience and training (Game of Logging 3 or equivalent)
• Ability to plow snow, or be willing and able to learn
• Reside in state housing within the park and be on call for emergencies

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Your eligibility for promotion will be reviewed by Human Resources.
