Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Financing Program Manager, M-5, position in the Office of Financial Management, Community Budget and Financial Management Group. Reporting to the Deputy Commissioner, Chief Fiscal Officer, the incumbent will oversee three bureaus (Community Budget Services, Community Contract and Fiscal Services, and Consolidated Fiscal Report Group) and will be responsible for the administration, management, and oversight of $3.1 billion in OMH Local Assistance Budget, which supports more than 700 providers throughout New York State, and more than $4.3 billion in community mental health system funding.

The incumbent of this position will provide high-level management and oversight to these bureaus and will provide policy and program direction to subordinate managerial staff. Such oversight is essential to ensuring that funding streams are maintained, and that the agency meets its fiduciary responsibility for the community mental health system including ensuring that monies are spent properly, that penalties are enforced against non-compliant providers, that Federal grant requirements are satisfied and that all monies are provided to mental healthcare providers in a timely and efficient manner.

Specific duties include, but are not limited to, the following:
• Provide expenditure and policy analysis and advice on the funding of OMH residential programs (over 55,000 beds).

• Collaborate with State Operations Division in the funding of local mental health services provided by OMH State Hospital Staff.

• Direct and oversee employees in the three bureaus, responsible for all aspects of budgeting, budget implementation, expenditure oversight, procurement, contract issuance and processing, payments contract reconciliation, overpayment recovery, as well as serving as primary technical support to provider community for the contracting process and expenditure reporting.

• Direct CFR unit in the primary management role for the 4 agency cost reporting system known as the Consolidated Fiscal Report. While hosting responsibilities rest with OMH, OMH is one of four State Agencies that govern and oversee the CFR system and software used to collect expenditure reporting from thousands of providers receiving State funds from OMH, OPWDD, OASAS and State Education Dept. To a lesser extent, DOH and OCFS also utilize the CFR and participate in the Inter-Agency CFR group governing the system, manuals and software used for the reporting.

• Advise and report delinquent providers to the Attorney General Liaison Unit for collections and for Court of Claims for providers filing bankruptcy; and represent the state in wide range of litigation and provider enforcement actions.

• Oversee the implementation of A-133 Single Audit requirements for NYS providers receiving Federal funds in sufficient amounts to require an A-133 single audit that must be
submitted to NYS OMH upon completion annually.

• Manage data analysis, internal/external reporting, and agency liaison functions.

• Manage annual budget of $2.3 billion and provide expenditure reporting to OMH executive management, the Division of the Budget, and the Office of the State Comptroller.

• Ensure management and internal accounting controls in annual State and Federal funding.

• Manage Centers for Medicaid and Medicare Services (CMS) and/or the Office of the Inspector General (OIG) deferrals, reviews, and audits.

• Manage financial requirements of over $200 million in Federal grant awards, the New York Medicaid Redesign Team, and initiatives of the Office of Mental Health.

• Complete annual audits, compliance testing, and external reports including the Internal Control Act, the New York Times and National Association of State Mental Health Program Directors’ (NASMHPD) reports, Federal expenditure reports as well as Legislative reports on Kendra’s Law and Anti-Stigma funds.

• Manage employee succession, evaluations, training, and development programs.

Minimum Qualifications Candidates must be employed by New York State and the Office of Mental Health to be eligible to apply for this position.

Candidates who have permanent status as a Mental Health Financing Program Manager; OR who are eligible for transfer via Section 52.6 of the Civil Service Law may be qualified.

Permanent appointment may be made by non-competitive promotion of an applicant, who meets the position’s minimum qualifications, if all requirements of a non-competitive promotion appointment are met. Candidates must be a qualified employee of the New York State Office of Mental Health and have had one year of permanent competitive service as an Assistant Director, Financial Administration 3; Assistant Director, Resource Development and Coordination; or Director, Agency Budget Services 2.
