Job Specifics

Duties Description The HPA 2 will serve as the lead for the Logistics Unit within the Bureau of Staffing, Operations & Support, overseeing logistics, space management, and health & safety operations across the Office of Health Insurance Programs (OHIP). Key responsibilities include directing all OGS- and vendor-leased space functions, managing office reconfigurations, large-scale moves, workspace redesigns, infrastructure upgrades, and furniture and equipment installations. The HPA 2 coordinates with OGS, ITS, DOH facilities, and program leadership to secure approvals, funding, and technical support, develops project plans and schedules, and oversees procurement of IT, RA, furniture, security, and building supplies in compliance with State rules. This role also manages surplus activities, e-waste disposal, asset tracking, and inventory oversight. The incumbent leads OHIP’s Health & Safety Unit, ensuring statewide compliance with applicable standards and promoting a safe work environment. Responsibilities include risk assessments, policy development, emergency preparedness, ergonomic evaluations, safety training, and coordination of evacuation and Shelter-in-Place procedures. Additional duties involve overseeing staff onboarding and offboarding, building access, IT approvals, mailroom operations, and facility inspections. The HPA 2 identifies operational risks, resolves maintenance issues, and implements process improvements to maintain consistent statewide standards.

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, SG-25 OR current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title SG-23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Proven experience managing large-scale office space operations, including OGS- and vendor-leased facilities, furniture installations, and workspace redesigns; Demonstrated ability to lead health and safety programs, including risk assessments, emergency preparedness, training initiatives, and compliance with State and federal standards; Experience in project management, including planning, scheduling, resource allocation, and coordinating cross-functional teams; Knowledge of State procurement rules and experience overseeing procurement of IT equipment, furniture, building supplies, and security hardware; Experience managing staff and multiple sites, including supervising personnel, coordinating operational activities across locations, and ensuring consistent standards and compliance.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
