Job Specifics

Duties Description Daily Supervision of the Accounting Unit & Capital Assets Unit. Position tasks include (but are not limited to):
Accounting Unit:
• Financial Reporting - Review Financial Statements completed by accountant prior to issuance to internal program units; Prepare and analyze financial and project reports to ensure that all reports are prepared in a complete, accurate and timely manner.
• Accounts Receivables - Finalize billings for the various program units within the agency; Administer the Crown Castle Contract on behalf of OGS for antennae usage.
• Cashier’s Office – Oversee the cashier’s office, currently operated by an accountant aide.
• Sole Custody Accounts – Work with the Assistant Chief Accountant and OSC as tasks relate to the Sole Custody Accounts held by OGS.
• Review of Reports for Submittal to OSC - Responsible for quarterly and annual reports to the State Comptroller’s Office.
• Statewide Financial System - Review and Approve journal entries entered into SFS; Run reports from SFS.
• Credit Cards - Administer the credit card program for the Agency.

Capital Assets:
• Site visit Review – Upon completion of site visit of accountants, review the findings memo prior to submittal to the respective agency.
• Outreach – Required when non-compliance with reporting requirements is determined by the accountants and escalated internally.
• Year-end Reporting – Review the year-end reporting prior to submittal to OSC.

Other Tasks:
• Coordinate the work of subordinate staff with other sections, departments, or outside intermediaries.
• Provide guidance to management on programmatic issues and constraints, presenting creative solutions.
• Oversee the development of policies, standards, and procedures governing maintenance, review, and supervision of projects.
• Other assignments deemed necessary by the Chief Accountant or Finance leadership.

Preferred Qualifications:
• Strong SFS skills – not just the ability to run reports
• Substantial supervisory experience – track record of building and maintaining dynamic teams in complex organizations
• Substantial experience preparing, analyzing, and utilizing financial reports (both GAAP prepared, and cash based)
• Deep understanding of accounting principles and demonstrated experience of incorporating GASB revisions/new rules, etc.
• Experience as lead POC for different audits, financial and regulatory
• Understanding of internal controls from a development and practitioner perspective
• Proven ability to engage effectively with senior and executive divisional leadership

Notes:
Telecommuting can be offered after six months of successful transition into the position.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25/M-1 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

Candidates must have a bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing and/or taxation courses.
