Job Specifics

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Associate Budgeting Analyst, G-23, position in the Long Island Field Office (LIFO). The incumbent will aid in the fiscal and administrative responsibilities related to direct contract administration in the LIFO including providing fiscal oversight of contract providers. Additionally, the incumbent will participate in the fiscal review of new and expanding mental health programs, provide fiscal and contract oversight for all federal funding allocated to the OMH Long Island Region, serve as the point of contact for all provider requests related to use of capital reserve funding and purchase of equipment, and, in coordination with the LIFO’s children’s team, provide oversight and technical assistance to family support and youth peer support programs. In this role, the incumbent will also serve as the point of contact for the office spending plan which is inclusive of direct oversight of physical plant, office space and fleet issues.

Specific duties to be performed may include, but are not limited to, the following:

Develop and execute budget activities for programs and funding assignments.

Administer all budget implementation and spending plan activities for programs and funding assignments, including spending plan updates to the Aid to Localities Financial System (ALFS) by program at the county/provider level of detail; review for consistency with the Enacted Budget.

Manage all budgets and monitor activities for the Transitional Care, Transitional Management, Family Care, Residential Treatment Facilities, Exempt Income and the Gross-Income-Net model for various housing programs, Projects for Assistance in Transition from Homelessness (PATH), and Shelter Plus Care programs.

Review, analyze, and approve financial plans for compliance with OMH’s State aid approval letter allocations and spending plan guidelines.

Provide fiscal guidance and assistance to counties and providers regarding new Managed Care contract, cash flow, budgets, and planning for fiscal stability and for State-Aid grants including funds administered by OMH.

Conduct fiscal review all assigned OMH contracts as well as special projects and budget initiatives, including budget savings initiatives for non-residential programs and changes to existing fiscal and program policies.

Update and maintain OMH's spending plan guidelines, which include the rules/control points and fiscal reporting requirements for counties and providers.

Utilize and assist providers to navigate Managed Care Technical Assistance Center in transition to Managed Care contract.


Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Transfer:
Candidates must have permanent status as an Associate Budgeting Analyst, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.

Provisional Opportunity:
In order to be eligible for a provisional appointment, candidates must have one year of the service as a Senior Budgeting Analyst, G-18.
