Job Specifics

Duties Description Under the general supervision of the Contract Management Specialist III, in the Grants, Purchasing and Contract Administration Unit, the Contract Management Specialist 2 will share responsibility for the fiscal administration of numerous State Grants-in-Aid contracts and contracts for several other miscellaneous programs and services administered by various not-for-profit, municipal grantees, and for-profits. While supervising and participating in the work assignments of subordinate staff, the selected candidate will oversee the initial application process, the resulting contract development process, ongoing monitoring of grant/contract spending and the grant/contract close-out process. The selected candidate will also be responsible for the supervision, development and evaluation of subordinate staff assigned to work on these grants/contracts.

Duties include, but are not limited to:
• Administration of numerous State Grants-in-Aid contracts and the fiscal administration of several miscellaneous programs, including tasks such as: the approval of grant applications, the development of contracts with contractors and sub-recipients, the review of claims and program progress reports, and the preparation of status reports as well as allocation and expenditure schedules.
• Provide ongoing supervision and technical assistance to subordinate staff. Such supervision includes: assignment of tasks, review of work, preparation of traineeship and probationary reports and periodic performance evaluations, review and approval of time records and leave requests, and facilitation of periodic section meetings.
• Respond to routine requests for information from agency management and staff, Legislative Finance Committees, control agencies and grantees. Prepare or direct the preparation of reports, including: various internal status reports, status reports on local grant awards and cash disbursements projections reports.
• Draft fiscal policies and procedures.
• Develop Requests for Application (RFAs) and Requests for Proposals (RFPs), other solicitation documents and assist in managing the procurement process, assist the Contract management Specialist 1 MWBE and SDVOB liaison with goal setting for solicitations, evaluate cost proposals and manage the evaluation process and develop the successful application(s)/proposal(s) into contracts.
• Work collaboratively with program staff in the development of fiscal and program policy.
• Responsible for agency compliance with State and Federal procurement laws, rules, regulation and policy.
• Act as liaison with control agencies on RFA/RFP and other solicitation issues and in obtaining approval of documents, including contracts.
• Register, attend and become a certified completer of an on-line course for the National Incident Management System (NIMS).
• Perform other tasks, including, but not limited to:
• Work with unit staff, contractor and grantee staff on Minority and Women-owned Business Enterprise (MWBE) issues and goals.
• Maintenance of agency accounts through the performance of reconciliations and preparation of adjusting entries.
• Establishment of contracts through the State Financial System (SFS)
• Review of sub-recipient audits.
• Provide assistance to subordinates of other units.
• Involvement in agency/division initiatives as requested.
• Occasional travel to contractors/subrecipient sites.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments • Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
