Job Specifics

Duties Description NYS OPWDD IBR provides a professional setting in a world-renowned research facility located on Staten Island, NY, on a wooded, suburban campus with free off-street parking. The compensation package includes New York State Health Insurance Program (NYSHIP) insurance, a generous sick leave and vacation package, vesting in the NYS pension fund, and a deferred compensation plan. NYS benefits include tuition reimbursement and dental and optical coverage.

POSITION DESCRIPTION:
Under the direction of the IBR Deputy Director, the DDPS4 will provide direct support to the IBR Administration team, clinic and research departments and centralized services, addressing current and long-term objectives and responsibilities and managing overall quality improvement across the facility.
In this role, the DDPS4 will serve to support the Deputy Director and the Administrative team in all aspects of the operations in place to oversee a unique research and clinical institute focused on individuals with intellectual and/or developmental disabilities.

The DDPS4 will participate in and work to execute the completion and submission of ongoing staffing related proposals and structuring; support oversight of laboratory and clinical services, programs, and budgets; ensure compliance with Business Office/Budget related issues and develop and implement quality oversight and monitoring tools and strategies as directed.

PRIMARY DUTIES AND RESPONSBILITIES not limited to:
• Ensuring that all standards governing the operations are met, including establishing and communicating policies and procedures, monitoring implementation, assisting in supervising research and clinical department heads, and coordinating services amongst various providers ensuring that problems are appropriately handled.
• Participate in administrative level meetings, project development planning and execution, work to ensure completion within established timelines.
• Will be responsible for all issues related to certification surveys and survey preparedness in conjunction with quality assurance ensuring Medicaid Compliance with agency state and federal standards.
• Assist with the oversight/administration of varied services and programs, providing for long range activities which include management of resources and services, oversee the spending plan, recruit and hire required staff and develop staffing plans to address future needs.
• Will participate in assigned committees.
• Review/analyze and work with centralized services leadership (Office of Laboratory Safety and Training, Laboratory Animal Research Center, Microscopy Services, Mass Spectrometry, etc.) to review provided services and protocols and identify and implement improvement, compliance and protocol issues and policies.
• Assist with the development of IBR’s strategic plan initiatives including activities essential to the research and clinical long-term goals and help facilitate programmatic development and implementation of new research focus, including development of a genomic core facility, along with the continuing expansion of the established research groups and centralized services.
• Participate and assist in the development and revision of regulations, emergency preparedness, policies and procedures and survey readiness tools and methodologies impacting quality improvement.
• Provide technical assistance and training, where appropriate, to staff of services on an ongoing basis.
• Will be required to be a member of the emergency management team of the facility, engage in emergency preparedness planning and play a role in managing “in the moment” presenting issues.
• Support and assist Director, Deputy Director and Director of Operations in all areas related to facility and staff operations as needed.

Minimum Qualifications Promotion:
One year of permanent service in a as a Developmental Disabilities Program Specialist 2, Mental Hygiene Nursing Program Coordinator, Director Nursing 1 Developmental Disabilities, or Treatment Team Leader (Developmental Disabilities) and reachable on the Civil Service eligible list.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade 63 ($115,283) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($145,682).
