Job Specifics

Duties Description Under the direct supervision of Park Management, the incumbent will supervise the maintenance operations of Wellesley Island State Park, Dewolf Point State Park, Mary Island State Park, and Waterson Point State Park. The Park Supervisor 2 will:

• Supervise lower-level permanent and seasonal staff, including delegating tasks, overseeing training, scheduling, monitoring time and attendance, and performing evaluations.
• Supervise and delegate routine maintenance, cleaning, and landscaping tasks, as well as varying special projects and minor rehabilitation projects.
• Maintain stock of maintenance and cleaning inventory needs. Prepare material lists and procure materials for regular maintenance needs as well as materials for projects.
• Follow procurement guidelines and prepare quotes as needed.
• Oversee various inspections, including but not limited to, fire extinguisher inspections, playground inspections, and AED inspections.
• Prepare or review certain administrative records such as facility fuel logs, maintenance work orders, and daily water operator reports.
• Oversee public water systems and sewer systems including seasonal start-up, seasonal shut-down, and daily operation requirements. Maintain compliance within NYSDOH and NYSDEC regulations. Maintain and trouble shoot systems as needed.
• Interact with the public and provide customer service to answer patron questions or handle patron complaints in a courteous and timely manner.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.

*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.

REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments Operational Needs:

• Must be available to work a variable schedule that includes weekends, holidays and/or evening shifts. During the winter months, days will be Monday-Friday. In the summer, hours can vary to include some nights and weekends.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must obtain Grade C Water Operator License within the probationary period and maintain license requirements furthermore as a term and condition of employment.
• Must obtain Sawyer Certification Level 1 and Level 2 within the probationary period.
• Experience with Microsoft Office programs and Reserve America systems preferred.
