Job Specifics

Duties Description As a Contract Management Specialist 3, the incumbent will be knowledgeable and experienced in completing all aspects of the centralized Vendor Responsibility (VR) function for OGS Procurement Services. This includes coordinating and conducting vendor reviews for all new and renewed contracts, ensuring compliance with OSC guidelines, and supporting staff and Authorized Users with accurate documentation and decision-making. The incumbent will lead the development and implementation of consistent policies and workflows for VR evaluation and reporting.

Duties include, but are not limited to:
• Lead all aspects of the vendor responsibility review process across Procurement Services.
• Interpret OSC’s VR requirements and apply them consistently to all procurements.
• Establish internal standards, templates, and procedures for VR documentation and retention.
• Supervise a team of VR Analysts or CMS1/2-level staff performing reviews.
• Serve as the primary liaison with OSC for escalated reviews or audits.
• Collaborate with contract managers and legal counsel on determinations involving vendor integrity or performance concerns.
• Track VR processing timelines and develop KPIs to support contract cycle time reduction.
• Train staff and Authorized Users on VR processes and documentation standards.
• Support continuous improvement of the VR function, including system integration with eProcurement platforms.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
