Job Specifics
Duties Description The incumbent will report directly to the NYSOFA Deputy Director of the Division of Finance and Administration (DFA) and will have responsibility for managing staffing, human resources, operations and other areas of administration.
The Office for the Aging is hosted by the Office of General Services Human Resource Management (OGS-HR) in the provision of administration services which include Human Resource functions, Department of Civil Service liaising (via OGS-HR), and other shared administrative services. The Administrative Officer 3 will work continuously and collaboratively with the OGS-HR leadership team. Duties will include but not be limited to:
Duties include, but are not limited to:
• Serving as agency expert advisor to executive management on staffing and recruitment.
• Coordinating agencywide priority staffing needs and managing those needs within budget, providing advisement to DFA administrative and fiscal management.
• Managing and directing competitive, non-competitive and exempt recruitment activities and related staffing processes ensuring that there is an effective and efficient workflow process in place that meets the Governor’s Appointments Office and Division of Budget guidelines.
• Advocating on behalf of agency requests and providing information on changes in law, policy or programs that impact agency operations and classification, examination, recruitment or staffing needs.
• Supervising and providing oversight of staff development, ensuring that all activities are consistent with the laws, regulations and policies of the Department of Civil Service, the Office of Employee Relations, and the negotiated agreements between employee unions and the State.
• Collaborating with staff including NYSOFA Legal, the OGS Business Services Center, the Center for Recruitment Services, the Division of Budget, OGS-HR and the Department of Civil Service (via OGS-HR) in resolving complex staff issues.
• Assisting in the formulation, recommendation, and maintenance of personnel policies, guidance, and procedures and shares draft with OGS HR prior to implementing.
• Ensuring NYSOFA compliance with performance plan, evaluation, and probationary report processes and provision of documents to OGS HR.
• Managing NYSOFA’s Leave and Attendance Time System (LATS) and assisting with agency telecommuting program.
• Assisting with the administration of all mandated programs and policies, including Reasonable Accommodation, Americans with Disabilities Act, prevention of workplace and domestic violence, statewide learning management system and other mandated programs.
• Coordinating with NYSOFA’s Internal Control Officer and Ethics Officer to ensure compliance with all state mandates.
• Participating in labor relations matters that come before the agency.
• Overseeing agency inventory control systems.
• Performs the full range of supervisory responsibility including planning and directing the work activities of subordinate professional and clerical staff.
• Assisting the Deputy Director and Executive staff on projects or special assignments, as required.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25/ SG-61 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of permanent, competitive service as a Grade 25/SG-61 in a budgeting, finance, or human resources title and must not have failed the last two holdings of the promotion examination for the title listed above.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

• Travel may be required (approximately 2%), including during evening and weekends, depending on mission and assignment.
