Job Specifics

Duties Description Reporting to the Director Office of Counter Terrorism, the Special Assistant (Assistant Director Counter Foreign Malign Influence) will define and manage the start-up of the DHSES Office of Counter Terrorism Counter-Foreign Malign Influence Unit from inception to launch.

Duties will include but are not limited to the following:

·Execute the startup of the unit as outlined by OCT and Division management.
·Understand OCT C-FMI operational needs and assist in technical issue resolution. Ensure technology infrastructure stays current and viable for the program, and work with the Office of Information Technology Services to communicate the Office of Counterterrorism initiatives and business needs.
·Document and present resource needs to OCT and DHSES management and coordinate program activities with those program areas as necessary.
·Define and manage projects and operational initiatives including requirements gathering, planning, schedules, deliverables, milestones, change management, and risk mitigation.
·Develop program communication plans, compile detailed project reports and communicate project status to stakeholders.
·Coordinate the activities of staff as required and identify risks and their potential impact on the project.
·Develop detailed scope statements and document requirements for complex program issues by eliciting business goals, information needs, and understanding priorities.
·Coordinate Business Process Improvement across the Unit with a focus on the program owners, the business processes and how to best improve efficiency and productivity through the use of business process documentation, implementation and monitoring of technology and infrastructure support.
·Develops, analyzes and prepares data and recommendations for short- and long-range plans and requirements to increase program capacity, effectiveness, governance and delivery.
·Assist the portfolio manager with managing the internal Unit and Division process for programs technical and technical enhancements requests.
·Maintain open lines of communication with external agencies such as the Division of NY State Police (NYSP), the Office of Information Technology Services (OITS) the Division of Criminal Justice Services (DCJS) and the Office of General Services (OGS) to ensure consistent, clear understanding of their vision and the processes that will be implemented.
·Perform other duties as required.

Minimum Qualifications A bachelor's degree and seven years of relevant experience* in counterintelligence and/or HUMINT training and collection. A Certified Counter-Insider Threat Professional - Analyst (CCITP-A) certification may make up for one year of experience.

*Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Relevant experience for this position is defined as:
·Experience that demonstrates a comprehensive understanding of applicable laws, guidelines, directives, policies, and procedures related to all counterintelligence and counter-Foreign Malign Influence activities.
·Prior experience in military or government intelligence and/or counterintelligence operations.
·Resume must demonstrate strong understanding of intelligence/counterintelligence methodologies and analytical processes, as well as progressively responsible experience which has included intelligence or counterintelligence-related research, analysis, collections and /or counterintelligence or HUMINT operations.
·Five years of experience managing a team.
·Excellent written and verbal communication skills.
·Ability to provide expert briefings and recommendations to senior leadership on counterintelligence issues and trends.

Note: This position requires the ability to obtain and maintain a national security clearance.

Preferred Qualifications:
·Knowledge of cyber intelligence and cybersecurity measures.
·Understanding of the legal and ethical frameworks surrounding intelligence gathering, national security laws and counterintelligence operations.
·An advanced degree from an accredited university or college, in fields such as law, intelligence studies, national security, or international relations.
·Graduate from a United States Intelligence Community accredited counterintelligence training program for special agents, case officers, etc.
·Demonstrated strong understanding of geopolitical landscapes and international relations

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
