Job Specifics

Duties Description Under the direction of the Engineer in charge of the Bureau of Asset Management & Inspection, the incumbents will assist in the production, implementation, and management of the Asset Management Plan for which contains, a portfolio of civil infrastructure, including but not limited to, locks, bridges, buildings, roads, retaining walls, water control structures, breakwaters, guide structures, culverts, and multiuse trails (50% utilization). The incumbents will also assist with structural inspections of a portfolio of locks, bridges, buildings, roads, retaining walls, water control structures, breakwaters, guide structures, culverts, multiuse trails, and other civil infrastructure assets (50% utilization). Incumbents perform the following engineering and engineering related duties:

Asset Management Duties (50%)

• Assist the Director of Asset Management with the maintenance of the Canal Corporation’s Strategic Asset Management Plan.

• Participate in the development of policies and procedures to ensure the integration of the Asset Management system into the day-to-day operations of Canals.

• Participate in the development of the Long-Range Planning Risk meetings (LRPR). Tasks included identifying structures to be discussed, development of meeting materials, running the meeting and developing meeting minutes.

• Provide “Planning Approval” for structure inspection reports.

• Promote Risk Management and Performance Improvement. Partner with other functional areas to drive Asset Management Improvement Initiatives.

• Ensure the accuracy of the inventory of Canals assets, and, in conjunction with Inspections staff, assess the probable life cycle and potential risks associated with them using accepted methodologies.

• Monitor ongoing asset management activities requiring interface with the whole of Canal Operations including maintenance, engineering, inventory, and EH&S to ensure effective and economical use of materials and human capital.

• Coordinate development and prioritization of projects within their assigned region and ensure they are aligned with the regional Asset Management Plan.



Structural Inspection Duties (50%)

• Ensure Canal staff and consultant inspections are completed in compliance with the Canal Corporation’s Structure Inspection Manual

• Collaborate with the Director of Asset Management to update and improve the Canal Structure Inspection Manual.

• Oversee the Flag (Structural/Safety) inventory in their allocated region.

• Review and approves reports documenting inspections.

• Coordinate scheduling and prioritization of structural inspections within a region.

• Maintain knowledge of current federal, State, and industry standards related to the inspection of civil infrastructure.

• Prepare reports, plans, and details to support various inspection assignments.

• Complete field work as necessary to support canals inspection program.

• Partner with other functional areas to drive Inspection Improvement Initiatives and recommend improvements to Inspection policies and procedures.

• Promote continuous improvement related to ensuring the safety of Canal’s civil infrastructure.

• Perform a variety of additional tasks as assigned.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.

Candidates and employees who do not successfully maintain licensure and current registration as a licensed professional engineer may not be retained.***
