Job Specifics
Duties Description Reporting directly to the Deputy Commissioner of External Affairs, the Legislative Liaison represent the goals, interests, policies and objectives of the New York State Division of Homeland Security and Emergency Services (DHSES).
Duties include but are not limited to:
·On an ongoing basis, communicate with the Commissioner, Deputy Commissioner for External Affairs, Counsel and other executives regarding new and pending state and federal legislation
·Work to advance federal and state spending bills that will assist DHSES in fulfilling its critical mission: Assist in the development, enhancement and as necessary, alteration of the agency's legislative agenda
·Attend public meetings and conferences, ensuring that the interests of all New York State residents are thoroughly and accurately represented
·Work in conjunction with Counsel in developing responses to legislative proposals
·Coordinate comments on pending federal and state legislation ensuring that responses are appropriately disseminated and returned in a timely manner
·Track pending legislation, ensuring that the Commissioner and appropriate DHSES executives are kept informed regarding its status
·Support the development and coordination of meetings, press conferences and other events which engage with federal, state and local officials and appointees
·Work closely with agency and/or external security agency representatives to encourage support or to develop coordinated opposition in response to pending legislative proposals
·In conjunction with Counsel, review appropriate state legislation in order to ensure that no conflicts exist between existing and/or pending state and federal laws
·Provide technical assistance to legislators or their staff regarding specific concerns related to maintenance and enhancement of homeland security and emergency services in New York State
·Act as liaison between DHSES and legislative/local government staff to resolve stakeholder/constituent concerns and issues
·Prepare correspondence, brigs summaries, memoranda and other documents for the Commissioner, Deputy Commissioner for External Affairs, other Executive staff, the Executive Chamber and the legislature as directed.
·Perform other duties as required.
·May have to work weekends as needed.
Minimum Qualifications Minimum Qualifications:
Bachelor’s degree* and four years of relevant experience.
Substitution: Four years of relevant experience or associate’s degree and two years of relevant experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.
Preferred Qualifications:
The ideal candidate will possess the following:
• Excellent public speaking, presentation and writing skills
• Illustrated experience in policy analysis and governmental affairs
• Experience working with NYS Legislators and Local Governments
• Strong analytical skills
Preferred qualifications:
• Prior experience working with NYS Legislators and/or NYS Government officials
• Flexible to travel
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
