Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Special Education and ACCES (OSEA) is seeking candidates for a Senior Vocational Rehabilitation Counselor position in the White Plains District Office’s Transition Unit. This unit was formed to meet the priorities of the Board of Regents in supporting youth and emerging adults with disabilities in transition to careers and provide support to constituencies who serve these youth in planning for transition to employment. Duties of this position include, but are not limited to, the following:

• Supervise and direct a unit of Vocational Rehabilitation Counselors who plan and coordinate the vocational rehabilitation of individuals with disabilities;
• Assign new cases to staff for evaluation and the preparation of an Individualized Plan for Employment with the consumer;
• Evaluate the progress of counselors’ case activities to ensure that cases are being handled properly and expeditiously;
• Expedite the processing of case referrals by developing and maintaining relationships with referral sources; and principles of rehabilitation counseling through personal instruction and work review.
• Supervise Interns and practicum students

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Senior Vocational Rehabilitation Counselor. If you are on the Civil Service eligible list for Senior Vocational Rehabilitation Counselor, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have had one year of permanent competitive or 55b/55c service as a Vocational Rehabilitation Counselor, Vocational Rehabilitation Counselor (Manual Communications), or Vocational Rehabilitation Counselor (Spanish Language). Provisional candidates must take the examination for Senior Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Employees of ACCES-VR who are currently in a Senior Vocational Rehabilitation Counselor position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Provisional candidates must take the examination for Senior Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment. These positions require 30% in-state travel.

Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $104,230 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Based on this position’s location, in addition to the listed base salary, this position receives a $4,000 Annual Downstate Adjustment.
