Job Specifics
Duties Description The New York State Higher Education Services Corporation (HESC) is the state’s student financial aid agency, responsible for centrally administering New York’s major college aid programs. It oversees grants, scholarships, loan-forgiveness programs, and related services – including flagship programs like the Tuition Assistance Program (TAP), the Excelsior Scholarship, and other State scholarships. HESC awards nearly $1 billion in financial aid to more than 330,000 students each year.
As a member of the Innovation and Transformation Team, this position will work with HESC’s Compliance Team and other Program Teams on an array of duties including but not limited to:
1. Analyze, document, and translate regulatory and compliance requirements into clear business and functional requirements for systems, processes, and controls.
2. Serve as a liaison between Compliance, Council, IT, and business stakeholders to ensure regulatory requirements are accurately interpreted and implemented.
3. Conduct gap analyses to assess current compliance processes, systems, and controls against regulatory standards and internal policies.
4. Support the design, enhancement, and optimization of compliance-related workflows, reporting, and monitoring tools.
5. Elicit, document, and maintain business requirements, process flows, data requirements, and compliance control documentation.
6. Assist with the implementation of regulatory change initiatives by assessing impacts, defining requirements, and supporting testing and validation activities.
7. Participate in user acceptance testing (UAT) to ensure compliance solutions meet regulatory, audit, and business requirements.
8. Support internal and external audits and regulatory examinations by providing documentation, analysis, and data as required.
9. Identify opportunities for process improvement, automation, and risk reduction within compliance operations.
10. Ensure requirements, documentation, and deliverables align with governance standards, data privacy requirements, and internal controls.
11. Stay informed of regulatory changes and industry best practices to proactively support compliance initiatives.
12. Supervise, train and mentor subordinate staff.
13. Perform other duties as assigned.
Minimum Qualifications Seven (7) years* of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
SUBSTITUTIONS:
• An associate degree may substitute for two years of experience
• A bachelor’s degree may substitute for four years of experience
• A master’s degree may substitute for five years of experience
• A doctorate may substitute for six years of experience.
Transfer: One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 2 OR in a position at the G-21 level or higher in a title designated as appropriate for transfer in accordance with Section 52.6 or 70.1 of the Civil Service Law.
Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications.
NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments NOTE: HESC’s business hours require working between 8:00 a.m. and 5:00 p.m.
