Duties Description The Project Manager 4 must work with considerable independence with minimal direction from his/her supervisor. The Project Manager 4 leads a complex project or manages multiple projects of medium scope in a cross-functional environment and ensures they are delivered on time, in scope and within budget. Duties include, but are not limited to
• Completes all work in a timely and accurate manner, efficiently manages assigned project or projects.
• Efficiently and effectively collaborate and communicate with cross-functional teams to develop and maintain detailed project artifacts.
• Proactively manage all stakeholder relationships to build consensus based outcomes.
• Applies skills for successful problem solving and conflict resolution .
• Applies critical thinking skills to analyze project issues and identify and evaluate alternatives and potential solutions and present recommendations to management and/or project team members.
• When escalations are necessary the Project Manager presents a plan of action with suggested resolutions to management.
• Provide periodic written and/or verbal reports to the Project Manager 5 regarding status of ongoing projects, including timelines and delays and plans to remediate.
• Maintain Project Management skills through self-education and formal training when offered.
• Collaborates with Business Analysis staff in accordance with DMV roles and responsibilities.
The Project Manager 4 is responsible for planning, developing, analyzing, performing, evaluating, and improving the operations, management, and efficiency of project development within the Project Management Office (PMO). Duties include, but are not limited to
• Ensure his/her projects and subordinates projects conform to DMV PMO standards and approved methods.
• Actively participate in the PMO's meetings to document progress, identify issues and resolve problems.
• Lead the development of project methodologies adhered to by the agency.
• Designs and implements quality metrics to analyze project performance.
The work of Project Manager 4 requires specialized training, experience, and skills. Project Managers must constantly balance schedule, quality, scope, and budget, and continually monitor project activities against project critical parameters to accommodate changing requirements and ensure that project goals and objectives are successfully met. Duties include, but are not limited to
• Provides agendas and minutes for all project status meetings performed with project team members.
• Lead weekly project status meetings with project team to develop, adhere to, and maintain project artifacts, and manage project risks and issues.
• Initiate meetings and communications with project staff members as needed to ensure the project progresses in a timely manner and actively address risks and issues.
• Complete weekly project status report to ensure all stakeholders are informed of project progress.
• Develop and manage project scope.
• Develop and maintain communication plan.
• Develop and manage project schedules which include all project tasks, milestones, deliverables and dependencies, resource names and percent complete using project scheduling software.
• Makes decisions on changes in project schedules and adjust as necessary to ensure project success.
• Document and present resource needs to agency management and coordinate project activities with those of program areas.
• Follow PMO Project Change Request (PCR) process and initiate PCR's as necessary to document changes to adjust the project scope, schedule, and cost.
• Manage Vendor relationships and their adherence to project tasks and activities as related to their contractual responsibilities.
• Directs or coordinates the activities of project staff.
• Direct and coordinate the activities of staff from various business areas to accomplish work.
The Project Manager 4 is responsible for the direct supervision and oversight of Project Manager 3's within the PMO and directs a team of Project Manager 1 and 2's in their technical work and analysis of plans and procedures for the multitude of complex and cross-functional projects the PMO is tasked with. The Project Manager 4 is responsible for ensuring his/her subordinates are aware of DMV PMO Standards and Methods (templates, forms etc.) and can instruct them in the proper usage of them to manage projects successfully.
Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:
1. Eligible for appointment from the Project Manager 4, G-27 eligible list
2. In a Project Manager 4, G-27 title eligible for reassignment
3. In a G-25 or higher title that meets criteria for 70.1 or 52.6 transfer
4. For NCP appointment** Have had one year of permanent competitive, non-competitive NY HELPS*, or 55-b/55c service as Project Manager 3, G-25, or two years of service as a Project Manager 2, G-23
The Division of Personnel anticipates the possibility of making an appointment in the near future to this title. Section 52.7 of Civil Service Law allows an agency to nominate a candidate for a non-competitive promotion examination when there are three or fewer qualified candidates in the departmental promotion field interested in competing in an examination to fill a position. The following position is being posted to determine if there is a promotion field and/or if a non-competitive examination is appropriate in accordance with Section 52.7.
If you have received a permanent appointment to a qualifying title listed and served provisionally** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title requirement for this examination.
**An NCP appointment may be allowed if there are three or fewer qualified candidates in the promotion field interested in the position.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding flextime, compressed work week and Telecommuting.
