Job Specifics

Duties Description The incumbent of this position will report to the Training Unit at the State Preparedness Training Center (SPTC).

Duties include but are not limited to the following:

·Ensure Compliance with safety protocols and procedures for courses and training events conducted at the State Preparedness Training Center (SPTC).

·Research, compile, and interpret data for the development of training programs.

·Assist in performance and needs assessments.

·Direct the development and revision of training programs for the first responder community.

·Oversee the coordination of outside agency use of the SPTC facility.

·Oversee the recruitment, hiring, and retention of SPTC part-time staff.

·Perform the full spectrum of supervisory duties for the training and support staff within the Training Unit.

·Other duties as assigned.

Minimum Qualifications TRANSFER

Current NYS Employee with one year or more of permanent, contingent-permanent, or 55b/c service as an Associate Training Technician (Police) under Section 52.6 as appropriate of the Civil Service Law.

PROVISIONAL PENDING EXAM

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to the position. The minimum qualifications for a provisional appointment are: Must be a qualified employee of the New York State Division of Criminal Justice Services or the Division of Homeland Security and Emergency Services and have had three months of permanent competitive or 55-b/55-c service as a Senior Training Technician (Police) or Highway Safety Technical Training Supervisor.

52.7 NON-COMPETITIVE PROMOTION

In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a permanent New York State Division of Homeland Security and Emergency Services employee and must have at least one year of permanent, contingent-permanent, or 55b/c service as a Senior Training Technician (Police) and must not have failed the last two holdings of the promotion examination for the title listed above.


Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
