Job Specifics

Duties Description The Administrative Specialist 2 will serve as a manager of administrative staff for the Division of Tax Appeals. The position will be responsible for the overall direction and supervision of one or more Administrative Specialist 1.

The responsibilities of the Administrative Specialist 2 include, but are not limited to:

Manage Finance functions:

• Oversee agency’s expenditures and review account spending. Use SFS reports to ensure fiscal accountability and appropriate disposition of allocated funds.

• Review agency purchase requisitions and Procurement Card transactions. Ensure compliance with all NYS finance laws, receipt of proper approval before purchase, and maintain records of all agency purchases.

• Oversee agency’s Travel Card and Procurement Card programs; ensuring transactions are processed accurately and timely in accordance with NYS finance laws.

• Analyze agency finances and prepare draft annual budget. If needed, help with the preparation of proposals for additional financial and/or human resources.

• Coordinate agency’s Internal Control program. Includes refining already established policy, procedures, and testing practices. Work with managers to ensure compliance with DOB Bulletin B-0350.

• Liaise with NYS Department of Taxation and Finance on projections and allocation of agency funds.

Oversee Human Resources functions:

• Oversee the completion of necessary tasks in relation to recruitment and onboarding, personnel, and offboarding of agency staff.

• Liaise with NYS Department of Taxation and Finance, Civil Service, and other agencies on recruitment and personnel matters.

• Ensure agency temporary employees are paid accurately and timely.

• Coordinate the timely scheduling and completion of annual employee evaluations and probationary reports.

Logistical functions:

• Coordinate with the Director of Administration, Counsel, Secretary, Commissioners, and President to revise and format agency policies, procedures, and forms, as needed.

• Liaise with building management, as needed.

• Assist in the compilation of agency performance metrics.

• Ensure all employee roles and accesses to locations and systems are accurately and timely added, changed, or revoked.

• Supervise administrative staff, including recommending trainings, coaching, and oversight of work performed.

• Coordinate the review and, if needed, revision of desk manuals.

• Review current business practices and system configuration to make enhancement recommendations.

• Participate in the analysis, development, coordination, tracking, and implantation of special projects and tasks.

• Perform other duties as required.

Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

Additional Comments The NYS Division of Tax Appeals (DTA) is seeking candidates for an Administrative Specialist 2 position. DTA is New York State’s quasi-judicial administrative agency charged with resolving formal disputes between taxpayers and the Division of Taxation.

The Administrative Specialist 2 position is a full-time, permanent position in the Classified jurisdictional class, which reports to the Supervising Tax Law Judge.

Telecommuting up to 40% is permitted with supervisor’s approval.
