Job Specifics
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 (Programming), SG-18; OR who are in a title designated appropriate for transfer under Section 70.1 of Civil Service Law, such as Supervising Computer Operator, SG 18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles under Section 52.6 include Information Technology Specialist 2, SG-18; Business Systems Analyst 1, SG-18; and Telecommunications Analyst 2, SG-18. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels.

Skill Requirements:
• Systems thinking - the ability to see how parts interact with the whole (big picture thinking)
• Familiarity with New York State government and the IT enterprise
• Understanding of industry recognized enterprise architecture frameworks such as The Zachman Framework, The Open Group Architecture Framework (TOGAF), and the Federal Enterprise Architecture Framework (FEAF)
• Knowledge of IT governance and operations
• Knowledge of computer programming, hardware, software, application, and systems engineering
• Competence in project and program management planning and organizational skills
• Customer service orientated
• Time management and prioritization
• Experience in administering database systems and performing data information analysis using Oracle SQL and PL/SQL
• Ability to develop data visualization models using ThinkMap and D3 Java Script
• Ability with the following software applications: Microsoft Office Productivity Suite, Microsoft Visio, Enterprise Elements, IBM Rational System Architect
• Ability to design and manage website and user interfaces using XML, XHTML, and HTML
• Ability to work independently or as part of a team to collaborate, and facilitate measured outcomes
• Communication skills, both written and spoken
• Ability to explain complex technical issues in a way that non-technical people may understand
• Ability to program in C and C++
Duties Description This position is located within the Chief Technology Office, Enterprise Architecture Bureau, and Business Architecture Section.
The New York State Enterprise Architecture (EA) Program is a defined approach for conducting enterprise analysis, design, planning, and implementation, using a complete methodology, for successful development and execution of the state’s IT strategy. Enterprise architecture will apply industry standard architecture principles, frameworks, and best practices to guide the state through the business, information, process, and technology changes necessary to achieve the New York State mission and goals.
Illustrative duties include, but are not limited to, the following:
• Participate with a team of architects to build the state IT enterprise architecture
• Work with solution architects to provide informed and rationalized enterprise solutions that are scalable, adaptable, and in synchronization with ever changing business needs
• Collaborate with other technology and business architects in the office of the CTO to evaluate emerging technologies and forecast future environments
• Identify risks associated with information and IT assets through appropriate standards and policies
• Develop and document enterprise architecture frameworks, policies, standards, and guidelines that direct the selection, development, implementation, and use of information technology within the enterprise
• Build employee knowledge and skills in specific areas of expertise
• Conduct and assist in business systems analysis
• Document business systems and processes by describing data elements in the context of program goals and business objectives
• Administer database systems to support the enterprise architecture program
• Assist with various design activities such as creating program specifications, work flow diagrams, or structured charts, and logical data models; participating in the testing phase of application development
• Supervise and provide technical direction to Grade 14 and below.
