Job Specifics
Duties Description As part of the Administrative Services Bureau, the incumbent will be responsible for performing and managing daily financial and facilities functions, including:
Budgeting & Financial Management – Assisting with the development, management, and execution of the Statewide Financial System (SFS) Budget, including collaborating with, and preparing materials for, the Division of the Budget and the SFS Joint Governance Board. Routinely utilizing project tools to document, plan, implement, and track all budgeting activities. Monitor expenditures against appropriations, payment schedule projections, and cash; report out to management any discovered issues or concerns; and propose viable solutions to identified issues. The incumbent of this position will also be responsible for Commitment Control activities for the agency within the SFS.
Assisting with the development, management, and execution of all other financial management related projects and activities. This includes, but is not limited to: General Ledger transactions, Refunds of Appropriation, Asset Management, Travel & Expense, Accounts Receivable, Billing, and Project Costing. Adheres to the policies and provisions in the OSC Guide to Financial Operations (GFO).
Procurement & Contract Management — Leading all aspects of the procurement lifecycle, ensuring that all procurements are conducted in accordance with NYS Finance Law, NYS Procurement Guidelines, and SFS internal procedures. Assisting with the development, management, execution, and utilization of contracts. This includes SFS-specific agency contracts, partner agency contracts, and statewide backdrop contracts. Specific duties include, but are not limited to:
- Participate in the development of Requests for Proposals (RFPs), Invitation for Bids (IFBs), Mini Bids, Request for Quotes (RFQs) and Single/Sole Source procurements.
- Review formal quotes and written contract documents with vendors, including the negotiations of terms, conditions, and rates.
- Prepare and process contract agreements and all documentation and justification necessary to obtain the necessary approvals of control agencies.
- Interact with OSC and/or DOB on contractual matters.
- Monitor vendor performance for compliance with contractual requirements
- Serve as the primary point of contact and liaison with the OGS Business Services Center Purchasing Unit.
Accounts Payable — Leading all aspects of the Accounts Payable process. Collaborates with vendors and agencies to ensure invoices are received and processed timely and accurately. Responsible for the processing of all transactions in the eSettlements, Accounts Payable, and Procurement Card modules in SFS. Ensures all proper approvals and documentation are received for payment. The incumbent of this position will also serve as the primary point of contact and liaison with the OGS Business Services Center Accounts Payable Unit.
Administrative and Facility Services — Leading the activities and related projects of the administrative services and facilities programs, including working with OGS on building administration matters, ITS on telecommunications, and space planning.
Minimum Qualifications Candidates must be reachable on the Project Manager 2, G-25, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 3 (former PM 2), G-25. Also open to NYS employees at or above G-23 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Assistant Director of Financial Administration, G-25; Information Technology Specialist 3, G-23; and Project Manager 2 (former PM 1), G-23.
Preferred Skills and Abilities:
• Strong working knowledge of the Statewide Financial System (SFS) including Commitment Control, Accounts Payable, eSettlements, Procurement, General Ledger, and Project Costing modules.
• Thorough understanding of New York State Finance Law, State Procurement Guidelines, and the OSC Guide to Financial Operations (GFO).
• Experience developing, monitoring and managing agency budgets, including expenditure forecasting, cash management, and financial reporting.
• Strong analytical skills with the ability to identify financial discrepancies, assess risk, and recommend practical solutions.
• Experience interacting with control agencies and oversight entities to secure required approvals.
• Experience coordinating with centralized service providers such as the OGS Business Services Center, and the Office of Information Technology Services.
• A proactive mindset interested in continuous improvement.
• A customer service focus, including: essential soft skills to liaise and build trusted relationships with team members at all levels of the organization and SFS stakeholders.
• Ability to authentically build trusted relationships and maintain a positive work environment.
