Job Specifics

Duties Description •Oversee and manage the regional (NYSDEC Region 7) component of the Division of Fish & Wildlife Bureau of Habitat (BOH), which includes the Article 24 Freshwater Wetlands Program and the Article 15 Protection of Waters Program.

•Review permit applications involving regulated freshwater wetlands and protected waterbodies using sound scientific analysis, consistent with DFWMR policies and standards; work with Division of Environmental Permits (DEP) and other DEC staff to develop permit conditions and wetland mitigation standards; provide timely comments to DEP on applications; conduct site visits for proposed projects and provide guidance to the general public on meeting permit issuance standards in accordance with NYS regulations; establish an up-to-date compliance monitoring program for the region; conduct and oversee staff efforts on enforcement issues regarding violations of Environmental Conservation Law (ECL) and make referrals to the Office of General Council, as appropriate; supervise the maintenance and enhancement of BOH’s regional task tracking program for work efficiencies and improved organization; supervise, direct, and train regional BOH staff on conducting timely and accurate on-site delineations of regulatory boundaries of freshwater wetlands and adjacent areas, and on appropriate methods for conducting work in regulated waterbodies.

•Actively participate in meetings and work groups with regional and central office BOH staff to discuss programmatic issues; develop regional program guidance; establish program priorities and collaborate with other regions. Ensure BOH program coordination and communication with Fisheries, Wildlife and other regional and division staff. Coordinate with the Regional Natural Resource Supervisor on work group objectives that are important for regional implementation of the BOH programs.

•Prepare and/or review and implement policies and other procedures, including standard operating procedures, regulations, etc. that pertain to the work of BOH to ensure that staff have clear guidance on work expectations, and to ensure their safety in the workplace. Ensure that staff attend and comply with all Department mandated training.

•Establish and maintain communications with agencies with shared jurisdiction(e.g., ACOE, USFWS) and agencies that DEC otherwise coordinates with or assists (e.g., SWCDs, local Highway Departments, DOT, OPRHP).

• Perform Administrative duties related to managing the Regional Bureau of Habitat, including:

Supervise staff and oversee the personnel transactions of the unit. Ensure that all required paperwork is filed correctly and on time (e.g. timecards, IExpense reports). Implement individual performance programs and complete and submit performance evaluations in a timely manner. Coordinate with the Natural Resource Supervisor to make staff assignments to accomplish priority activities.

Provide oversight on BOH fiscal matters, managing the budget considering regional allocations. Ensure that purchases are made using proper procedures and ensure timely processing of vouchers. Oversee maintenance of the unit’s equipment. Track spending and file reports as required.

Participate in work planning to identify important work to accomplish in the fiscal year. Submit recommendations for “deliverables” to the regional component of the DFW work plan.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine),(Wildlife), or Environmental Program Spec 2 Natural Resources.
