Job Specifics
Duties Description The New York State Education Department’s (NYSED) is seeking candidates for an Education Finance Specialist 4 position in the Office of State Aid. This Office provides quality policy analysis, research, assistance, and data products to educators, policymakers, and the public. Duties of this position include, but are not limited to, the following:
• Oversee the annual content modification and update of State Aid claim forms received from school districts and BOCES, including editing parameters and output reports pursuant to statutory changes and other driving factors;
• Oversee technical aspects of the annual claim verification process during which risk management is used to identify, plan, and implement projects in several aid areas, including requesting detailed substantiating documentation from school districts and BOCES for previously submitted claims;
• Collaboratively review enacted legislation and determine appropriate action related to aid calculations and payments;
• Oversee monitoring of Statewide Financial Systems budgets, coordination with Division of Budget, the Office of the State Comptroller, and other department units to ensure budget certificates and approvals needed for General Support for Public Schools and other State aided programs are submitted and processed in a timely manner;
• Oversee creation of statutorily required reports including quarterly databases for the executive, Legislature, and Local Assistance Tables;
• Oversee the Charter Intercept process to ensure intercepts are correctly calculated, coordinating with the Charter School Office and Office of Counsel when necessary;
• Coordinate provision of technical assistance to school district sand BOCES regarding data submissions, the calculation of State Aid, and payments;
• Facilitate standardization of operational schedules and documentation across all program areas;
• Collaboratively facilitate cross-training of professional and clerical staff;
• Collaboratively participate in the redesign and modernization of processes into the new State Aid Management System;
• Coordinate the maintenance of the State Aid Website to ensure the Department’s developing web and accessibility standards are met;
• Provide information, advice, and analysis to leadership and other NYSED staff on State Aid operations;
• Provide supervisory direction and assistance to staff within the Office of State Aid.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 4.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Education Finance Specialist 3.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-1 (or equated SG) or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have at least ONE (1) year of permanent competitive or 55-b/55-c service as an Education Finance Specialist 3 OR TWO (2) years of permanent competitive or 55-b/55-c service as an Education Finance Specialist 2. Provisional candidates must take the examination for Education Finance Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
This position leads to a maximum salary of $131,298 based on annual performance advances.
