Job Specifics

Duties Description One position will serve as an OHIP Recruitment Liaison to the Department’s Human Resource Management Group (HRMG), assisting with the development of policy, strategy, and goals as it relates to personnel and other human resource related topics. Duties will include, but are not limited to: Managing recruitments in HRMG's Request to Fill Tracking System from initiation to completion, maintaining Standard Operating Procedures, including recruitment guidance, checklists, and documents, monitoring and tracking progress while interviews are being conducted, coding eligible lists based on candidate declinations, managing candidate nominations to obtain approval to offer employment, written and verbal communication with Division hiring managers and eligible candidates, maintaining Personnel databases and organizational charts, tracking and reporting recruitment progress, and special Human Resource related projects.

One position will be part of the Operations Unit in the Bureau of Staffing Support and Operations. They will be reposinsible for Providing administrative coordination support for Federal Grant and NYHER Waiver activities, including tracking deliverables, maintaining documentation, and supporting internal reporting as assigned; Managing OHIP Administration and OHIP Intranet SharePoint sites, including routine updates, content organization, and basic governance to ensure staff access to current materials; Coordinating OHIP orientation and onboarding processes, including scheduling, materials, checklists, and stakeholder coordination to support consistent onboarding for new staff; Administering Student Assistant and Fellowship programs, including coordination, tracking, and routine communications to support program operations; Supporting OHIP succession planning activities by maintaining tracking tools, coordinating training requests from management, and supporting knowledge-transfer and development efforts; Representing OHIP on DOH Health Equity workgroups as assigned; track action items and communicate relevant updates internally; Monitoring SLMS training compliance and alerts; track completions, follow up on overdue items, and support routine compliance reporting as needed; Maintaining the OHIP staff listserv and related distribution lists, coordinate updates and support routine communications; Providing a training program for OHIP staff; and Performing other related duties as assigned, consistent with the Health Program Administrator, Grade 18 title.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non-Competitive Candidates via NY HELPS Program:

Health Program Administrator: Six years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 2: Five years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 1: Four years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

*Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: Knowledge of Human Resources related topics, knowledge of Microsoft Office Suite, commitment to providing exceptional customer service, strong communication (verbal and written) and interpersonal skills, excellent organizational skills and attention to detail, ability to analyze and problem solve, ability to work with various stakeholders inside and outside of the office, willingness to take initiative, resourcefulness and ability to work successfully in a team environment.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
