Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill an Associate Budgeting Analyst, Grade 23, position in the Western New York Field Office. The incumbent will provide technical budget and fiscal assistance to County Departments of Mental Health and to community providers who receive State Aid for community-based mental health programs. The incumbent will also participate in office management related activities. Specific duties to be performed may include, but are not limited to, the following:

•Manage the review and approval of OMH WNY Field Office Direct Contracts. Tasks include assistance to community providers in completing NYS SFS documentation and reviewing budget documents. Other related tasks include provider outreach and the monitoring and documenting of contract completion within OMH’s Aid to Localities Financial System (ALFS).

•Work with the 19 counties in the OMH Western Region on preparation of the County Allocation Tracker budgeting tool (CAT) and assist with State Aid Letter related issues.

•Work with Field Office and county leadership on county or provider funding requests including funding requests for new programs or reallocation of existing resources.

•Review one-time/emergency property-related requests, leases for licensed residential programs, and property cost worksheets.

•Coordinate the WNYFO Housing fiscal activities.

•Assist in the processing of FO staff travel, including scheduling and reconciliation

•Review budget submissions and related information to assist in the scoring of provider responses to OMH Requests for Proposals (RFP’s).

•Review and comment on budget documentation submitted with Prior Approval Reviews (PAR) for new or expanding OMH licensed programs.

•Work with OMH Community Budget and Financial Management (CBFM) to provide assistance to providers, counties, and Field Office staff regarding budget-related initiatives and concerns.

•Draft memos and other written materials for review by supervisor and Field Office staff on budgetary issues.

•Reviews local and regional fiscal data on service use and service availability.

•Identifies and develops resources for regional fiscal training needs

•Assist with various office management/administrative duties including managing office service contracts, acting as SFS liaison, and initialing and reconciling financial transactions.

•Assists in the coordination of Field Office administrative operations including the preparation of the Field Office’s annual spending plan.

•Assists in managing and tracking assignments for the fiscal team.

•Act as a back-up to the Supervising Budgeting Analyst for meetings, calls and assignments.

•Act as support to the Supervising Budgeting Analyst in resolving issues/challenges that arise with the Senior Budgeting Analysts and their assignments.

•Participate in special projects, work groups and meetings as required.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as an Associate Budgeting Analyst, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.

Non-Competitive Promotion (NCP): Under Section 52.7 of the Civil Service Law, a permanent appointment may be made at agency discretion by non-competitive promotion. Candidates must be a current New York State Department of Civil Service employee and must have one year of permanent competitive service as a Senior Budgeting Analyst.

Provisional: Provisional appointment may be considered for NYS employees with one year of service as a Senior Budgeting Analyst.

If appointed provisionally, you must take the next scheduled civil service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
